Monthly cash payment for disabled people assigned on the basis of Federal Law No. 181-FZ of November 24, 1995 “On Social Protection of Disabled Persons in the Russian Federation” (hereinafter referred to as Federal Law No. 181-FZ) to the following categories of citizens:

If a higher or lower disability group is established, the amount of the assigned monthly cash payment is recalculated. Recalculation of the amount of EDV is carried out without submitting a written application on the basis of an extract from the inspection report in federal institution medical and social examination:

  • upward - from the date of the relevant decision of the medical and social examination;
  • in the direction of decrease - from the 1st day of the month following the month for which the previous disability group was established.

If a citizen simultaneously has the right to a monthly cash payment on several grounds, he is provided with one EDV on one of the grounds provided either by federal law or otherwise regulatory legal act at the choice of the citizen.

The exception is citizens who have the right to receiving EDV in accordance with the Law of the Russian Federation dated May 15, 1991 No. 1244-1 “On social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant” and Federal Law dated January 10, 2002 No. 2-FZ “On social guarantees to citizens exposed to radiation due to nuclear tests at the Semipalatinsk test site." They can set a monthly cash payment at the same time and on another basis.

EDV, DEMO, NSU, FSD are social cash payments to disabled people and other categories of citizens that are provided by the pension fund.

MONTHLY CASH PAYMENT (EDV)

This social payment assigned:

Veterans (Great Patriotic War, military operations, etc.);
disabled people, including disabled children;
former minor prisoners of concentration camps, ghettos and other places of forced detention;
persons injured as a result of exposure to radiation.

The process of obtaining EDV is of an application nature. SET OF SOCIAL SERVICES (NSS)

ADDITIONAL MONTHLY MATERIAL SUPPORT (DEMO)

Only citizens of the Russian Federation have the right to DEMO, regardless of their place of residence. DEMO in the amount of 1000 rubles is set:

Disabled people and participants of the Great Patriotic War;
disabled due to war trauma;
former minor prisoners of concentration camps, ghettos and other places of forced detention.

DEMO in the amount of 500 rubles is set:

Military personnel who served in the military military units, institutions, military educational institutions who were not part of the active army, in the period from June 22, 1941 to September 3, 1945 for at least six months, as well as military personnel awarded orders or medals of the USSR for service during the specified period;
widows of military personnel killed during the war; widows of disabled people of the Great Patriotic War;

DEMO is paid by the territorial body of the Pension Fund simultaneously with the pension.

Citizens who have the right to DEMO, but have not implemented it in a timely manner, must submit an application for the appointment of this payment to the territorial body of the Pension Fund of the Russian Federation at their place of residence. If a citizen has the right to DEMO, but he is not a pensioner, this payment is also assigned and paid by the territorial bodies of the Pension Fund of the Russian Federation at the place of residence, and in the case of permanent residence outside Russia - by the Pension Fund of the Russian Federation. If a citizen simultaneously has the right to receive DEMO on several grounds, it is established on one basis, providing for a higher payment amount.

FEDERAL SOCIAL SUPPLEMENT (FSD)

This pension supplement is established for all non-working pensioners whose total material income is below the subsistence level established in the region.

Those who apply for a pension for the first time can simultaneously apply for an additional payment. And it will be paid to the citizen automatically along with the basic pension.

As for current pensioners, whose material support below 4,700 rubles, you need to apply for the appointment of an FSD to your territorial body of the Pension Fund. A monthly cash payment is provided to certain categories of citizens from among veterans, disabled people, including disabled children, former minor prisoners of fascism, and people affected by radiation.

If a citizen has the right to receive EDV on several grounds under one law, EDV is established on one basis, which provides for a higher payment amount.

If a citizen simultaneously has the right to EDV under several federal laws, he is provided with one EDV on one of the grounds of the citizen’s choice.

Since February 1, 2019, the EDV has been indexed by 4.3%. The indexation amount is determined based on the inflation rate for 2018.

At 4.3%, the component included in the EDV set social services (NSS). By law, it can be provided in kind or in cash. The cost of the full cash equivalent of NSO from February 1 increased to 1121.42 rubles per month.   • disabled people, including disabled children;
  • former minor prisoners of fascism;
  • persons exposed to radiation due to radiation accidents and nuclear tests;

  • a fixed monetary payment established for each social category of persons;
  • a set of social services (NSS), which consists of 3 elements:
    • money that is used to purchase certain medical supplies;
    • funds that go towards sanatorium rehabilitation;
    • money that is used to purchase travel tickets to the place of health and back.

All parts of the EDV are subject to mandatory indexation, which occurs every year on the basis of a Government Resolution.

Features of EDV accrual

In some cases, the same citizen has the right to receive EDV on two grounds at once, regulated by different legal acts (for example, he is a participant in combat operations and a liquidator of the accident at the Chernobyl nuclear power plant). In this case, the legislation provides for the opportunity for such a person to independently choose in which preferential category the EDV will be issued to him (for example, the liquidator of the Chernobyl accident).

In some cases, a person has the right to financial assistance from the state on two grounds at once, established by the same Federal Act. In this case, he is assigned a payment according to the preferential category that provides larger size payments.

Example. Gerasimov N.I. was awarded the badge “Resident of besieged Leningrad”, the amount of EDV on this basis in 2017 is 2,791.30 rubles. Categories of persons entitled to EDV

How to get EDV: procedure and documents

A citizen has the right to apply for payment at any time, but not before the right to EDV arises.

Step-1. Preparation of documents.
