There is a certain list of sanatoriums where a voucher can be issued. It includes only those institutions that meet the requirements of Federal Law No. 178 “On State Social Assistance.”

Important: the date of your trip to the sanatorium cannot be determined in advance. Free trips to the sanatorium are provided in accordance with the general queue and for those dates that are free.

Duration of spa treatment

The average stay in the sanatorium is 18 days.

For disabled children it increases to 21 days.

For disabled people with diseases and consequences of spinal cord and brain injuries, the treatment period can range from 24 to 42 days.

Write a statement

The application must indicate:

  • Information about the identity document (type of document, series and number of the document, date of issue, etc.)
  • Full name applicant
  • Applicant's date and place of birth
  • Name and location of the medical institution that issued a certificate for obtaining a voucher in form No. 070/u-04
  • Certificate number in form No. 070/у-04 and date of issue
  • Name of the district department of social protection of the population

Dates for issuing vouchers

Within 10 days from the date of filing the application, the citizen must be informed about the registration of the application, the date of registration and the registration number.

The voucher itself must be issued no later than 18 days before the date of arrival at the sanatorium-resort institution (for disabled children, disabled people with diseases and consequences of spinal cord and brain injuries - 21 days in advance).

Please note that there is no exact time frame for consideration of a registered application, but it cannot exceed 1 year.

The sanatorium-resort voucher is issued with a stamp and the note “Paid for from the federal budget and cannot be sold.”

After receiving the voucher

No earlier than 2 months before the start of the tour, you must obtain a sanatorium-resort card (registration form No. 072/u-04, for children - No. 076/u-04). It is issued at a clinic at your place of residence or at a paid clinic.

You can also apply for a card on the spot, at the sanatorium, but this will take several days of treatment - you will not be accommodated until the card is issued, and the process of issuing it may take 4 - 6 days.

Please note that to check into the sanatorium you must present both a voucher and a sanatorium-resort card.

In case of refusal

If you are refused due to:

  • Lack of funding
  • Lack of vouchers for those on the waiting list
  • By filing an application at a location other than your registered address
You can appeal such a refusal in court, since these motivations are not provided for by law.

Compensation for purchased travel packages

Please note that the possibility of compensation for a paid trip is not provided for by any of the current federal laws.

If a citizen who has the right to receive a free voucher buys a vacation in a sanatorium at his own expense, he cannot apply to the social protection authorities for reimbursement of costs.

Transport

The Department of Social Protection can provide you with transport tickets to the sanatorium.

If this did not happen and you had to buy the ticket yourself, you can, by providing a receipt and travel stub, receive full compensation for its cost.

Like most megacities in the world, Moscow is an aging city. Three million of its residents, or one in four, are pensioners. And since life expectancy in the city is growing - in the last seven years alone it has increased from 73 to 77 years - there will soon be even more elderly people. This forces city authorities to seriously think about helping them when their only source of income becomes a pension. What is actually being done for this, besides increasing the size of cash payments from the capital budget? There was a conversation about this at the “Business Breakfast” in the newspaper’s editorial office with the Minister of the Moscow Government, Head of the Department of Labor and Social Protection of the Population Vladimir Petrosyan.

Vladimir Arshakovich! It's getting close to summer. And even for a Moscow pension - we know that its minimum amount has increased to 17,500 rubles since January 1, 2018, you won’t go far on vacation. Muscovites complain that it is difficult to get a free ticket. Many don’t even submit applications because they don’t believe that their turn will come in the foreseeable future...What can we tell them this year?

Vladimir Petrosyan: There really is a problem. Federal powers to provide sanatorium and resort treatment to Moscow were transferred in 2009. At that time, the social insurance fund purchased only 64 thousand vouchers for Muscovites. Over the past time, the capital's budget has doubled their purchases - up to 122 thousand last year. But this is not enough, since 426 thousand people are registered. This causes natural discontent among Muscovites. Therefore, Moscow Mayor Sergei Sobyanin made an unprecedented decision - to allocate an additional 3.5 billion rubles for these purposes. This allows the city to increase the purchase of vouchers by another 122 thousand. A total of 250 thousand of them will be purchased. That is, this year we will provide rest and treatment to more than half of those on the waiting list.

Moscow will pay

Will the city pay for the vouchers for veterans in full or partially?

Vladimir Petrosyan: Moscow bears 100% of the costs of sanatorium and resort treatment for all beneficiaries - both federal and regional. These include WWII veterans, combat veterans, disabled people, home front workers, labor veterans, rehabilitated persons, non-working pensioners, citizens affected by terrorist attacks, and honorary donors. Pays for the budget and round trip travel for all types of transport. What is more convenient to travel is up to Muscovites to decide for themselves.

You said that labor veterans have the right to a free trip, but there are also working people among them. But the social welfare departments say that vouchers are provided only to unemployed people, including labor veterans...

Vladimir Petrosyan: Yes, it is true - only non-working pensioners enjoy this right.

Veterans of the Great Patriotic War have the right to a trip. But it’s unlikely they’re going anywhere anymore. After all, the youngest participants in that war are over 90... Those who cannot go, can get the cost of the trip in money?

Vladimir Petrosyan: We fully provide all the front-line soldiers, home front workers, and Leningrad siege survivors who are able to go with vouchers. For example, in 2017, 2.8 thousand people went to sanatoriums. For those who need treatment but cannot travel, the “Sanatorium at Home” comes to you. Doctors conduct examinations, prescribe and perform physical procedures. 5 thousand veterans and disabled people of the Great Patriotic War became participants in this program. This year, the “Sanatorium at Home” program will include another 1,000 people. But compensation for non-use of a voucher is not provided for by law.

The purchase of tickets is already underway. Where will Muscovites go to relax?

Vladimir Petrosyan: We will buy the most tickets - 91 thousand - to the Black Sea coast - to Crimea, Sochi, Anapa and Gelendzhik. Central Russia is also popular among Muscovites - we will buy 59 thousand there, another 22 thousand - to the Caucasus Mineral Waters - in Pyatigorsk, Essentuki and Nalchik, 28 thousand - in the Moscow region and others.

Many veterans are people with limited mobility. It is difficult for them to climb steep stairs; for walking in a stroller in the park, they need adapted paths. Are Russian sanatoriums ready for twice as many Muscovites with limited mobility to come to them?

Vladimir Petrosyan: No more than 10-15% of sanatoriums are 100% ready. Therefore, we work individually with each of them. We talk about what kind of medical base is where, whether the staff is trained, how accessible the environment is. Then we also personally discuss the details with the veterans, choosing who can do what. I think that from year to year there will be more adapted sanatoriums. The Russian government is now working to improve their base - the Prime Minister has given instructions.

There is a lot of talk in the capital about the active longevity program. What is it?

Vladimir Petrosyan: There is no program as such yet, we are still working on it. 24.7% of our population are pensioners, almost 3 million people. Experts warn that there will be more of them every year. But we don’t want Muscovites to spend their entire old age at home on their beds. This means we need to help Muscovites maintain an active lifestyle for as long as possible. Personally, I believe that from the age of 45 it is necessary to prepare a person for the fact that ten years later his life will radically change. And if necessary, change his profession in advance, and we must provide him with the conditions for retraining and retraining. This is on the one hand, but on the other hand, it is necessary to teach pensioners a healthy lifestyle and create conditions for them to play sports.

This issue was recently discussed at a meeting of the Moscow Public Chamber. In particular, it was said that today many people already perceive retirement primarily as a time of new opportunities. The children have grown up, your career has been made, you can already do what you didn’t have enough time for throughout your life. It is not for nothing that the Silver University, where there are more than 30 master classes, seminars and trainings, and many cultural and health programs for 2,600 places, received 14,600 applications. Vladimir Petrosyan: Agree. For example, in social service centers, 3 thousand pensioners are trained in computer literacy every year, and even more people want to. An application for a voucher can be submitted to any My Documents center. Provide a medical certificate of form 070/у04, a work book, a Russian passport, a document certifying the right to benefits, and a pension certificate. A sanatorium-resort voucher is provided to veterans in Moscow for 18 days at the rate of 1,198 rubles per day. Its cost is fully covered by the city budget, as well as the trip to the sanatorium and back by any type of transport - train, bus or plane. The Moscow government allocated 7 billion rubles for these purposes in 2018.

So, it’s been decided: we’ll send the child to a sanatorium. What are we doing? It is clear that buying a ticket is not particularly difficult - if only you had the money. However, there is no need to rush. Why pay extra if you can improve your health at public expense? There are several options to make sure of this. In order to obtain a voucher, you must qualify for a preferential category or meet several conditions for receiving it. There are no general conditions and it is necessary to consider each situation separately. Depending on what category of citizens you belong to, in order to receive a referral to a sanatorium for a child, you must have medical or other indications. According to Russian legislation, every child has the right to health-improving recreation. For those who did not know this or knew but did not understand how to get a referral to the sanatorium and where to go and what to do, we have compiled clear instructions.

Free referral to the sanatorium

So, let’s look at Article 12 of Federal Law No. 124-FZ “On the basic guarantees of the rights of the child in the Russian Federation.” According to this law, any Russian child can go on vacation. But parents must queue up in advance and collect the necessary documents. The number of tickets is limited. It should be taken into account that the law is uniform, but each region of the Russian Federation implements it in its own way. Of course, there are also general requirements. We will talk about them.

Who gets a free referral to a sanatorium?

Referral to a sanatorium from the clinic is primarily given to those children who have health problems and have fewer opportunities to relax for money. That is:

  • disabled people;
  • orphans;
  • sick children and children after surgery;
  • children from large, low-income and single-parent families.
  • A preschooler or a child who needs to be looked after can be accompanied by an accompanying person under the Mother and Child program. As the name suggests, Mom can always go. Dads, grandmothers, aunts and other adults need to check with a specific sanatorium or camp.

Are there huge queues for free tickets?

Not really. Enrolling a child in a camp or sanatorium is a bureaucratic procedure. Some parents don’t know about it, others don’t want to understand it. Therefore, you may well get a free trip that others were too lazy to apply for. But, of course, in the summer the competition is much higher. It is better to agree to a spring, autumn or even winter vacation if you like the institution, its location and other conditions. Even if they tell you: “There is nothing,” still stand in line. Several tours may become available in your region. People change their plans or complete paperwork incorrectly. Then the place is passed on to the next.

How to get a referral to a sanatorium for a child for free

  • Almost all children assigned to this institution can receive a discounted voucher through the district clinic. Through them, vouchers are distributed mainly to general sanatoriums and sanatoriums specializing in a number of diseases. As a rule, information about the availability of discounted vouchers is posted near the information desk or at the reception desk, on the door of the pediatrician’s office. If you haven’t seen anything similar, don’t be lazy to ask your local doctor or the head of the clinic about the availability of vouchers. Often, staff in district clinics are simply too lazy to inform citizens about the availability of preferential vouchers.

Found a suitable trip? You should:

  1. fill out an application for a voucher;
  2. obtain a sanatorium-resort card from the pediatrician (form No. 076/u);
  3. take a certificate from a dermatologist confirming the absence of contagious skin diseases and a certificate of contacts from a pediatrician (the results of an enterobiasis test are attached to it) - taken on the day/one day before departure;
  4. get a ticket:
  • If a child has suffered a serious illness or surgery, he often requires rehabilitation in a specialized sanatorium. In this case, parents are offered a voucher for the child right before discharge from the hospital. If you have not received an appropriate offer, be sure to ask your attending physician or the head of the department about the possibility and necessity of sending your child to a specialized sanatorium for recovery. If the medical center is not able to provide you with a discounted voucher, you must be given a conclusion about the need for such treatment and explained where and how you can get it. Documents that must be issued by the medical institution where your baby was treated: a sanatorium-resort card, an extract from the medical history with recommendations + tests.
  • The voucher can be obtained from the Social Insurance Fund office. True, first of all, discounted vouchers are given to disabled children. To do this, after receiving a referral from your attending physician for sanatorium-resort treatment or a conclusion about its necessity, you need to contact the local branch of the fund and register to receive a voucher. Persons accompanying disabled children are also entitled to one discounted voucher. The processing time for applications is about 20 days. Simultaneously with receiving a sanatorium-resort voucher from the regional department of the fund, parents of children are provided with special coupons for the right to free travel on a long-distance train to the place of treatment and back. In addition to the sanatorium-resort card, you will need a document confirming that you have benefits: a certificate of disability, a certificate of a mother of many children, etc.
  • If the child is an orphan or has a disability, feel free to contact the department of social protection of the population at your place of residence. Experienced mothers advise that when you register, get to know your inspector and don’t skimp on a smile: establish normal human relationships - you won’t have to beg or demand the rank of honor your child is entitled to, they will periodically “call” you and offer you vouchers, including “last minute” ones. .

The following documents must be submitted to the Department of Social Protection of the Population:

  1. application of the established form;
  2. documents confirming the child’s social status;
  3. a medical report confirming the absence of contraindications to sanatorium-resort treatment, and a certificate from the children's clinic, form 070/u-04;
  4. a copy of the child’s birth certificate or passport and his medical policy;
  5. copies of parents' passports.

If God protects and the child has no health restrictions, that is, no chronic diseases, there is another option for obtaining a voucher - from the district government. You dial the number of the information office in your area and ask which phone number to call to find out about the availability of vouchers for children. Children 4-7 years old can be offered a family holiday with one of the parents in a boarding house or sanatorium holiday home (attention: a voucher to a sanatorium facility, obtained through the government, does not imply treatment - the course, if desired, can be purchased on the spot, at your own expense). In this case, you need to contact the clinic only to obtain a certificate of vaccinations (form 079), valid for three months, and a certificate of contacts, which is taken immediately before departure. If the child is already 8 years old and has no health restrictions, the council may offer a trip to children's health institutions, for example, a camp, without parental accompaniment. Each specific case has its own set of documents.

What documents are needed?

To queue for a ticket, you will need:

  • statement;
  • a copy of the parent's passport;
  • information about the child’s registration at the place of residence;
  • a certificate from a medical institution confirming the absence of contraindications for relaxation in a sanatorium-resort center (if accompanied by an adult, the same for him);
  • referral for treatment for certain indications.

To register for a sanatorium or health camp when the voucher is already in hand:

  • sanatorium-resort card (taken from the pediatrician at the clinic after the child’s test results arrive);
  • certificate of no contact with infectious patients at the place of residence and in a child care facility (from a pediatrician);
  • extract from the medical history;
  • certificate of the epidemiological environment and vaccination calendar (from school);
  • copies of birth certificate and medical policy.

Some institutions may require some additional information. Check this on the website or by phone. It is better to take tests when they have already called you and said that they are giving you a ticket. Results have a limited shelf life. Therefore, a situation may arise when a urine test, for example, is no longer valid, and you have not even been invited anywhere yet. Then you will have to take everything again. There are cases when the child has already arrived at the holiday destination, and the parents send some certificate or updated analysis result that was lost in a hurry by email or fax. But it is better to have a complete set of documents on hand.

How to get a ticket faster?

You can buy a ticket and then receive partial or full compensation for it. This way you will have more chances to choose your holiday destination and check-in time. The same documents will be needed for registration. Compensation is guaranteed to everyone. But its size depends on the place of work of the parents, the type of camp, and the category of benefits. For example, low-income and large families and families where parents do not work for health reasons can receive a full refund. They receive compensation after check-in from the Social Insurance Fund. You can check this in advance with the authorities where the voucher was issued. To receive you need to provide:

  • statement;
  • original and copy of the parent’s passport;
  • birth certificate or passport of the child;
  • documents confirming the benefit (if you have one);
  • return ticket from the camp;
  • bank account number.

One parent can receive compensation once a year.

How to get a referral to a sanatorium for a pregnant woman

It is possible to issue a permit while expecting a child if there are certain indications that may threaten miscarriage or serious health problems for both the mother and the unborn child. Another condition is the availability of a place of work, since the payment for restoration is made by the Social Insurance Fund. In addition, a woman must spend 7 to 10 days in hospital before receiving a referral. When you are referred to a hospital to continue your pregnancy, it is better for you to ask your attending physician at the antenatal clinic at your place of residence whether your case is suitable for subsequent follow-up treatment at a specialized resort. To do this, it is enough to notify the doctor who will observe you in the maternity hospital and present two certificates from your place of work stating that you are employed and about contributions to the Social Insurance Fund. It is also necessary to undergo a commission to obtain a conclusion about the absence of contraindications. For example, most often a referral is refused due to excessive vomiting during toxicosis or gestosis (in this case, only a course of treatment in a hospital is required).

Children who permanently reside in Moscow and belong to the following preferential categories are eligible to receive a discounted voucher:

  • orphans and children left without parental care, who, in accordance with the Federal Law of December 21, 1996 No. 159-FZ “On additional guarantees for social support for orphans and children left without parental care,” are provided with additional guarantees for social support and who have a place of residence in the city of Moscow;
  • orphans and children left without parental care, who are under guardianship, trusteeship, including in a foster or foster family (from 7 to 17 years inclusive - for individual recreation, from 3 to 17 years inclusive - for joint outdoor recreation);

  • from families in which both or one parent is disabled;
  • with behavioral problems.

  • a document confirming the preferential category of a person from among orphans and children left without parental care;
  • a document confirming the authority of the accompanying person for a joint holiday, including for an accompanying person by proxy;
  • a document confirming the authority to submit an application (if the application is submitted by an authorized representative);
  • insurance numbers of compulsory pension insurance (SNILS) of the persons specified in the application;
  • a document confirming the change of full name of the persons indicated in the application (only in case of change).

3. When to apply?

As a rule, the application campaign for free trips for the next year begins at the end of the current year. Thus, applications for free vacation trips for children in 2020 were accepted from November 2 to December 10, 2019.

At the second stage of the application campaign, which will take place from 10:00 a.m. on February 7 to 11:59 p.m. on February 21, 2020, you need to decide on the choice of a specific recreation and recreation organization. You can do this:

You have the right to refuse the provided voucher in two cases:

  1. If there are at least 35 working days left before the arrival date. You can refuse by submitting a written application in person to the State Autonomous Institution “Mosgortur” (pre-registration is required).

  3. illness, injury of a child;
  4. illness, injury of an accompanying person (in the case of organizing a joint vacation);
  5. the need for an accompanying person to care for a sick family member (in the case of organizing a joint vacation);
  6. quarantine of a child or quarantine of a person living with the child, as well as, in the case of organizing a joint outing, quarantine of an accompanying person;
  7. death of a close relative (parent, grandmother, grandfather, brother, sister, uncle, aunt);
  8. children with disabilities and children with disabilities receiving sanatorium-resort treatment or rehabilitation at the same time as a free voucher for recreation and recovery.
  9. ">good reasons no later than 60 calendar days from the start date of the rest period specified in the voucher. You can refuse by submitting a written application in person to the State Autonomous Institution “Mosgortur” (pre-registration is required). 8. Can I get compensation if I bought the ticket myself?

The following have the right to payment of compensation for independently purchased travel vouchers:

Please note in

  • the child does not have a place of residence in Moscow;
  • applying for payment of compensation after 60 calendar days from the end of the period of rest and recovery based on the purchased voucher;
  • loss of validity of submitted documents if the documents indicate their validity period or their validity period is established by law;
  • submission of an incomplete set of documents;
  • availability in relation to the same child, information on the provision of a free voucher for recreation and recreation in the current calendar year;
  • availability in relation to the same child of information on the provision in the current calendar year of a certificate to receive payment for independent organization of recreation and recreation;

    How can a pensioner get a free (preferential) ticket to a sanatorium?

    Many pensioners believe that it is pointless to expect social assistance from the state. To some extent, we can agree with this.

    However, quite often pensioners simply do not know their social rights and have no idea how they can receive this or that social benefit, even if they are entitled to it under the current social legislation.

    This also applies to the possibility of a pensioner receiving a free (preferential) trip to a sanatorium.

        persons who worked in the Second World War at air defense facilities, local air defense, in the construction of defensive structures, naval bases, airfields and other military facilities within the rear borders of active fronts, operational zones of active fleets, on front-line sections of railways and highways, and also crew members of transport fleet ships interned at the beginning of the Second World War in the ports of other states;

        family members of deceased (deceased) disabled war veterans, World War II participants and combat veterans, family members of persons killed in World War II from among the personnel of self-defense groups of facility and emergency teams of local air defense, as well as family members of deceased hospital workers in the city of Leningrad;

        disabled people;

        disabled children;

        persons exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, as well as as a result of nuclear tests at the Semipalatinsk test site, and categories of citizens equivalent to them.
