A monthly cash payment is assigned in cases where a person belongs to one of the following categories:

What is EDV for disabled people of group 3

What does it consist of?

The monthly cash payment consists of the basic amount of the EDV and the Set of Social Services.
NSO, in turn, consists of three components:

  1. Free travel on suburban and intercity transport.
  2. The cost of medications that are provided free of charge.
  3. Cost of sanatorium vouchers.

Most often, these services are replaced by citizens with payments, since not everyone needs travel and vouchers, and many difficulties arise in practice with the actual availability of free medicines. Often there are simply not enough of them and the disabled person cannot get them on time.

Registration procedure

EDV is issued at the local branch of the Pension Fund. The registration is of an application nature, that is, until a person entitled to this type of payment submits an application, they will not be paid.

The application must contain all the necessary information, including the grounds for payment of the EDV. The Pension Fund will make a decision within a period not exceeding ten days from the date of filing the application.

Then, within a period not exceeding five days, the citizen must be notified of the decision made by the Pension Fund.

The payment will be established from the day the person submitted the application, but this day cannot come earlier than the person has the corresponding right. If a person subsequently “loses” his disabled status, then payments stop.

Required documents

To obtain an EDV, you need to submit an application and the following documents to the Pension Fund:

  1. A document that can confirm the identity of the applicant. This may be a passport of a citizen of the Russian Federation or another document with a similar function.
  2. A paper that confirms the applicant's citizenship.
  3. Documentation that confirms the applicant’s right to reside in the Russian Federation and his place of residence.
  4. Papers that confirm disability.

All documents must be provided in the form of copies, but you will also need to take the originals with you.

Drawing up an application

It must be drawn up correctly, based on the form provided to the Pension Fund. All information must be taken from official documents and correspond to them.

The application must include the following information:

  1. Full name of the applicant and documents confirming their replacement (if such a fact occurred).
  2. Series and number of the identity document, as well as its other details.
  3. Information about a person's citizenship.
  4. Address, both postal and actual.
  5. Address of the Pension Fund department where the pension file is located.
  6. Indication of the basis for calculating EDV.
  7. Consent to the obligation to notify the Pension Fund of the Russian Federation about changes that have arisen (for example, cancellation of disabled status or change of group).
  8. Information about the applicant's representative.
  9. Date and signature.
  10. List of applications.

The application must be signed by the applicant or his representative.

Procedure for receiving a package of social services

The person receives the amount of EDV for the current month. If the recipient is a pensioner, then he will receive this amount along with pension payments in the same manner (for example, through Russian Post).

Payment of EDV may be refused on the following grounds:

  1. The citizen does not have the status required for accrual (disabled person, WWII participant, and so on).
  2. The application was made incorrectly.
  3. The attached package of documents does not comply with the requirements of the law.

Other reasons for refusal to pay are not allowed.

One of the most important measures of social support for disabled people by the state is the provision of monthly cash payments. How much is it given if a person has a group 3 disability? How to make such a payment?

EDV for disabled people of group 3— a government measure of social support for citizens with disabilities. Such payment is provided from February 1, 2018 in the amount of 2073 rubles 51 kopecks per month. At the same time, a citizen has the right to spend part of this amount to pay for a set of social services provided by social protection authorities. What is it? This is a list of services that includes:

  • provision of medicines (in 2018, the cost of such services is 828 rubles 14 kopecks per month);
  • provision of a voucher to a sanatorium (128 rubles 11 kopecks);
  • free travel using various means of transport (118 rubles 94 kopecks).

Total - 1075 rubles 19 kopecks per month. This amount is calculated as part of the EDV in accordance with indexation.

It may be noted that in comparison with 2017, the payment was indexed by 2.5%. By comparison, social disability benefits increased by 2.9%. Every year the indexation coefficient is set by the Russian government.

Thus, monthly cash payments to disabled people of group 3 can be provided in 2 options:

  1. in full amount without deducting a set of services:
  2. in an amount reduced by the cost of a set of services.

If a citizen receives the specified set of services, then he will be able to freely dispose only of the balance of the EDV. A person has the right to refuse the corresponding set at any time and begin to use EDV in full. True, for this you need to meet the deadline and send to the Pension Fund a notice of refusal to receive a set of services before October 1 of the year following the one in which the payment will be made. At the same time, you can refuse all of the listed social services, or some of your choice.

What amount will be provided by the state to a group 3 disabled person monthly also depends on other payments accrued to him by law. The fact is that EDV for disability can be prescribed simultaneously:

  • with social disability pension;
  • with a labor pension.

In addition, in cases provided for by law, an additional payment to the total payments to a citizen is possible to bring them up to the subsistence level.

The amount of social benefits and labor pensions can be increased by indexation according to criteria different from those defined in relation to the EDV - since such indexation is regulated by other regulations. Thus, social pensions are usually increased from April 1.

Therefore, the social pension and daily allowance for disabled people of group 3 have increased in total, one way or another, since April 1, 2018.

Let's look at how EDV is issued and provided.

How to make a payment?

To do this, you need to contact the territorial representative office of the Pension Fund:

  1. In the general case - at the place of registration or registration of the citizen. And if there is no residence permit or registration - at the place of residence.
  2. If a person receives a pension, go to the Pension Fund branch that is responsible for its payment (as a rule, this is the Pension Fund branch in which the pension was issued).
  3. If a citizen lives on the territory of a stationary institution that is accountable to social authorities, then to process the payment you will need to contact the Pension Fund of the Russian Federation at the location of this institution.
  4. If the payment is made to a minor or incapacitated citizen, then you need to contact the Pension Fund office at the place of his residence (or at the place of residence of his parents).

A citizen aged 14 years can apply to the Pension Fund to receive the payment independently.

Other options for interacting with the Pension Fund to process payments:

  • contacting the MFC;
  • sending an application through your Personal Account on the Pension Fund website.

An application is submitted to the Pension Fund in the prescribed form, supplemented by documents according to the established list. What kind of list this is depends on the specific basis for which the payment is provided. It is advisable to first contact the Pension Fund to which the documents will be submitted and get advice on their list. Typically, this list includes:

  1. Statement.

It reflects the following information:

  • Full name of the person who issues the payment;
  • details of his passport;
  • information about his citizenship;
  • address;
  • the address of the territorial branch of the Pension Fund where the pension was issued - if any;
  • justification for establishing monthly payments;
  • attachments to the document.
  1. Passport.
  1. Documents certifying the grounds for a person to receive EDV. For example, a certificate from an institution that conducted a medical and social examination to determine whether a citizen has a disability.
  1. If required, documents proving the identity and powers of the citizen’s representative in the Pension Fund (for example, an adoptive parent or guardian), if he is the one who makes the payments. For example, these may be documents that certify relationship or confirm the fact that the recipient of payments is dependent on the applicant.

Having accepted the documents from the applicant, the Pension Fund of the Russian Federation makes a decision on the payment within 10 days. Within the next 5 days, the Pension Fund must inform the citizen about the decision made on the EDV.

If the territorial representative office of the Pension Fund refuses to provide a payment to a citizen, then he has the right to appeal this decision. To do this, a person needs to contact a higher structure of the Pension Fund of Russia - for example, the main department of the Pension Fund of Russia.

The payment begins to be calculated from the day the person applies to the Pension Fund for its registration, but not earlier than the day on which the person becomes entitled to it. Duration of payments - the period during which the applicant retains a status entitling him to receive EDV.

Important nuance: If a person has a right to EDV, but he did not apply for payment immediately, then, in this case, it cannot be accrued for the period between the moment such a right arose and the moment of applying for payment. Therefore, it is advisable for the interested citizen to process the payment as quickly as possible.

The payment in question is provided to the citizen on a monthly basis. If he already receives a pension issued through the Pension Fund, then the method of paying the EDV will be the same as when paying a pension, and the person receives both amounts at the same time. A citizen has the right to choose a convenient method for paying his pension and daily allowance. For example:

  • at the Russian Post office;
  • in the financial institution in which he has an account;
  • in another specialized organization that assists the Pension Fund in transferring pensions to citizens.

If the recipient lives in a stationary institution from the social security authorities, then the EDV and pension can be transferred to the account of this institution.

If the recipient of the EDV has not issued a pension, then he needs to inform the Pension Fund about a convenient way to receive the payment separately. The options here are the same. If necessary, the Pension Fund of Russia can familiarize the applicant with the list of organizations that assist the fund in transferring social payments to citizens.

A citizen with a Group 3 disability can, in cases provided for by law, count on changing the grounds for receiving EDV. This is possible if, for example, his disability group changes. In this case, payments increase:

  • up to 3626 rubles 98 kopecks per month - for group 1 disability;
  • up to 2590 rubles 24 kopecks per month - for group 2 disability.

A person may have other reasons for EDV. For example, having the status of a combat veteran, for which the payment is 2850 rubles 26 kopecks. And if a citizen received a disability due to injury in the performance of official duties - while serving in internal affairs bodies, the State Fire Service, in institutions of the penal system, then he is entitled to a payment in the amount of 5180 rubles 46 kopecks.

Changing the grounds for receiving EDV has a number of nuances.

Changing the grounds for payment: nuances

If the recipient of the EDV has another basis for receiving payments, then he has the right to express his desire to use it by submitting an application to the Pension Fund. Within 10 days, the Pension Fund will make a decision on changing the grounds for providing EDV to a citizen. The updated payment will be provided from the 1st day of the month following the one in which the application and supporting documents are submitted to the Pension Fund.

If a person has several grounds for receiving the payment in question under one regulatory act, then in the general case the one for which higher compensation is assumed is applied. Thus, EDV for disabled people is regulated by the provisions of Law No. 181-FZ.

And if payments are established by different regulations, then the citizen himself chooses which of them will be used to calculate the payment to him.

An exception is made for recipients of payments:

  1. Established by Law No. 1244-1, which regulates the provision of social support measures to citizens who suffered as a result of the Chernobyl disaster.

Such citizens have the right to receive payments in accordance with the specified regulatory act and EDV on other grounds.

  1. Established by such regulations as:
  • Law No. 4301-1, which regulates measures of social support for citizens who participated in hostilities and received the status of Heroes of the Soviet Union, Russia, and Knights of the Order of Glory;
  • Law No. 5-FZ, which regulates measures of social support for citizens who have significant achievements in their work activities, as evidenced by their status as Hero of Socialist Labor, Hero of Labor of Russia, and holder of the Order of Labor Glory.

Payments provided for by these regulations are provided to citizens regardless of the monthly allowance under other regulations.

Thus, it is possible to combine EDV for disability and payments based on the above-mentioned citizen statuses.

The disability pension can be calculated using one of the following formulas:

Social pension + EDV = disability pension

Labor pension + EDV = disability pension

As can be seen from these formulas, you can choose only one type of state pension: social, for which the size of your labor investments is not important, or a labor pension, calculated depending on the days of insurance coverage.

Social pension for disabled people

According to the Federal Law of the Russian Federation No. 166 of December 15, 2001 “On state pension provision in the Russian Federation” as amended on November 12, 2018, the following people have the right to receive a social pension for disabled people:

1) The first point is mandatory for all persons listed in point two - permanent residence in the territory of our country.

2) Disabled people of all three groups, also disabled since childhood; disabled children.

Indexation of social pensions is scheduled for April 1, 2019. On average, benefits will increase by 2.4%. The average annual social pension will be 9215 rubles. Thus, in accordance with Article 18 of the Federal Law of the Russian Federation No. 166, taking into account indexation, the size of the social pension of disabled citizens will approximately be:

  • disabled people from childhood, group 1, disabled children - 12,730.82 rubles. per month;
  • disabled people of the 1st group, disabled people from childhood of the 2nd group - 10,609.17 rubles. per month;
  • disabled people of group 2 – 5,304.57 rubles. per month;
  • disabled people of group 3 – 4,508.91 rubles. per month.

The social disability pension is assigned for the period during which the person is recognized as disabled, and can also be indefinite (in case of indefinite disability). It is also worth noting that the lack of work experience does not affect the payment of these funds.

To receive this type of state pension you will need the following documents:

  • passport;
  • documents establishing disability and the degree of disability.

In addition, when applying for a disability pension, the following documents may be required:

  • identification and powers of the legal representative (adoptive parent, guardian, trustee);
  • about the place of stay or actual residence on the territory of the Russian Federation;
  • about the cause-and-effect relationship between the disability or death of the breadwinner and the citizen committing an intentional criminal act or deliberately causing damage to his health;
  • about an intentional criminal act or intentional damage to one’s health.

EDV for disabled people

Some categories of citizens are currently receiving monthly cash payments, and the total number of people receiving these cash payments is 16.5 million citizens of the Russian Federation.

To obtain EDV you will need the following documents:

1. Passport;

2. Certificate of compulsory pension insurance;

3. ITU Help.

From February 1, 2019, the size of the EDV will be indexed and, according to Federal Law No. 181-FZ of November 24, 1995 “On the social protection of people with disabilities in the Russian Federation,” will be increased depending on disability groups and taking into account an increasing factor of 1.034:

1) disabled people of group 1 – 3,750.30 rubles;

2) disabled people of group II – 2,678.31 rubles;

3) disabled people of group III – 2,144 rubles;

4) disabled children – 2,678.31 rubles;

5) war invalids - 5,356.59 rubles;

6) disabled Chernobyl victims - 2,678.31.

From February 1, 2019, benefits for the provision of social services (a set of social services) will also increase. The payment will be 1111.75 kopecks. (until February 2019 - 1075.19 rubles). Of this amount, 856.30 kopecks are intended for the purchase of medicines, 132.45 kopecks for sanatorium treatment, and 122.90 kopecks for travel to the place of treatment.

Labor pension for disabled people

A labor disability pension is established for citizens of the Russian Federation who have been recognized as disabled in groups 1, 2 and 3 in accordance with the procedure established by law.

To receive a disability pension, a combination of three conditions is required:

1) The person is recognized as a disabled person of groups 1, 2, 3.

2) The acquisition of disability is not associated with the commission of:

A criminal offense recognized as intentional in court;

Infliction of intentional damage to one's health, established in court.

3) Having at least 1 day of insurance experience.

To receive a disability pension, you will need the following documents:

  • Passport;
  • Work record book or employment contract;
  • Documents confirming the establishment of disability and the degree of disability (certificate).

In addition, where necessary, the following documents are attached:

  • Certificate of average monthly earnings for 60 consecutive months before January 1, 2002 during employment;
  • A certificate confirming that disabled family members are dependent;
  • A document confirming the place of residence, stay or actual residence on the territory of the Russian Federation;
  • A document confirming the place of permanent residence of a citizen of the Russian Federation outside the territory of the Russian Federation;
  • Documents on changing the last name, first name, patronymic.

The size of the retirement pension for disability is calculated using the following formula

TPPI= PC/(T x K) + B

PC - the amount of the estimated pension capital of the insured person (disabled person), taken into account as of the day from which he is assigned a disability retirement pension;

T - the number of months of the expected period of payment of the old-age pension. When assigning a pension from 2013, 228 months are taken for calculations;

K - the ratio of the standard duration of the insurance period (in months) as of the specified date to 180 months. The standard duration of the insurance period until a disabled person reaches the age of 19 is 12 months and increases by 4 months for each full year of age starting from 19 years, but not more than up to 180 months;

B - fixed basic size of disability pension.

The basic size of the labor pension is affected by:

  • disability group
  • number of dependents

A monthly cash payment (abbreviated EDV) provides social support to citizens from those defined by law.

  • A citizen who has the right to receive EDV on several grounds of one law can choose one of them in a more favorable size.
  • If a citizen is granted the right to EDV under several federal laws, then, at his option, he is also assigned one monthly payment on one of the grounds.

The legislation provides an exception - for some categories of citizens EDV is provided simultaneously on two grounds, regardless of the available payment under other regulations.

The procedure for submitting an application and the deadline for making a decision to the Pension Fund of Russia for establishing the EDV, the list of title documents is determined by the Administrative Regulations approved by Order of the Ministry of Labor of Russia dated October 30, 2012 No. 353n.

The rules for establishing monthly payments are defined in a certain Implementation Procedure, approved by order of the Ministry of Labor and Social Protection of the Russian Federation dated January 22, 2015 No. 35n.

What is EDV and to whom is it paid?

A monthly cash payment is financial assistance provided by the state to certain categories of citizens to provide social support. Part of the EDV amount may be used to provide the recipient with a set of social services in accordance with the law of July 17, 1999 No. 178-FZ “On state social assistance.”

The list of federal beneficiaries is legally defined, who is entitled to EDV:

  • participants and disabled people of the Second World War;
  • combat veterans;
  • disabled people of all groups, including disabled children;
  • former minor prisoners of fascism;
  • persons who were exposed to radiation during accidents and nuclear tests;
  • those who received the titles of Hero of the Soviet Union, Hero of the Russian Federation or Knight of the Order of Glory of three degrees (including members of their families);
  • received the titles of Hero of Socialist Labor, Hero of Labor of the Russian Federation, or awarded the Order of Labor Glory of three degrees, etc.

EDV for disabled people of groups 1, 2, 3 and for a disabled child

The right to receive social cash assistance from the state in the form of a monthly cash payment is available to citizens who have received disabilities of groups 1, 2, 3 and to disabled children in accordance with the law of November 24, 1995 No. 181-FZ “On social protection of disabled people in the Russian Federation”.

The period for which EDV is assigned to this category of citizens depends on the period for which the disability is established, incl. and indefinitely.

The recalculation of the amount of the monthly allowance for the specified category of federal beneficiaries is carried out in connection with change in disability group when undergoing re-examination in a medical and social examination (hereinafter referred to as MSE).

  • The establishment of a new amount of monthly payment when the disability group is increased occurs from the day the ITU of a higher group is established.
  • And the recalculation of the EDV towards a decrease when the disability group is lowered occurs from the 1st day of the month following the one in which the previous disability group was established.

At the same time, to recalculate the EDV, a citizen should contact the Pension Fund not required. Recalculation, as well as extension of the monthly cash payment in connection with re-passing the disability group, will be made on the basis of an extract from the certificate of examination of the disabled person, which will be received by the Pension Fund of the Russian Federation from the ITU body.

Please note that EDV is paid to disabled children upon reaching the age of 18, then stops. At the same time, the existing statement of refusal also ceases to be valid.

Further, if a citizen is diagnosed with disability before reaching the age of 19, the EDV is established without submitting an application based on the documents of the payment case and the extract received from the ITU institution. A new appointment is made from the date the disability group is established, but not earlier than the day following the day the person reaches the age of 18 years.

Payment to veterans of the Great Patriotic War, military operations (VBD) and labor veterans

The right to receive EDV is granted to veterans of the Great Patriotic War (WWII), as well as combat veterans (abbreviated as VBD) and members of their families in accordance with Art. 23.1 of the law of January 12, 1998 No. 5-FZ "About Veterans".

If a citizen from this category of beneficiaries has the right to a monthly payment simultaneously under two Federal laws, then he can choose to receive one EDV under this law or under another regulatory act.

Title "Veteran of Labor" assigned at the regional level by Social Protection authorities. Therefore, for this category of beneficiaries, measures of additional social support (including payment of the daily allowance) are established by the legislation of the constituent entities of the Russian Federation in accordance with Art. 22 of the Federal Law of January 12, 1995 N 5-FZ.

EDV to Chernobyl victims

Payment of EDV to persons who have been exposed to radiation is carried out on the basis of Federal Law No. 1244-1 of May 15, 1991 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant”.

The size of the monthly payment for this category of beneficiaries depends on the level of radioactive radiation in the area where they permanently resided or work.

Citizens affected by radiation may be assigned an EDV simultaneously and on two grounds.

The size of the EDV in 2019 and the increase on April 1

According to current legislation, the size of the monthly cash payment increases once a year from April 1, based on the calculation of the inflation rate in the country for the previous year. The Government of the Russian Federation decided to index the EDV from February 1, 2017 by 5.4%.

It should be remembered that the amount of EDV includes a set of social services, which was also subject to indexation from February of this year and amounts to 1048.97 rub. per month:

  • RUR 807.94 - to pay for medications;
  • RUR 124.99 - to pay for vouchers to sanatorium-resort institutions;
  • RUB 116.04 - to pay for trips on suburban and intercity railway transport.

Since the set of social services is part of a monthly cash payment, the EDV can be calculated taking into account the refusal of the NSO in full, one of the social services provided, or two services from the social package at the citizen's choice. In other words, when using a set of social services in kind, it cost is withheld from the established monthly payment. Establishing a monthly cash payment to the Pension Fund

The legislation of the Russian Federation defines the Pension Fund of Russia (PFR) as the operator performing the functions of establishing monthly cash payments. This body maintains a register of federal beneficiaries.

The decision to assign or refuse a monthly cash payment is made by the PFR bodies within 10 working days from the date of registration of the application. EDV payment is established from the date of application, not before the emergence of the right. The period for which the monthly payment is established is determined by the validity of the documents on the right to the EDV.

Citizens receiving EDV are required by law to: inform immediately to the Pension Fund about circumstances affecting the amount of the EDV or its termination.

When EDV is assigned, the right to a set of social services in kind automatically arises. The exception is citizens from the “exposed to radiation” category. If they want to receive a natural type of NSO, they need to write an application for the provision of social services, which will become valid from the beginning of next year (from January 1).

What documents are needed for registration?

When submitting an application to the Pension Fund, a citizen must provide following documents:

The procedure for paying EDV to federal beneficiaries

Monthly cash payment is delivered to its recipients for the current calendar month. If the federal benefit recipient is a pensioner, then he will receive the EDV payment simultaneously (together with) the pension. carried out in the same way as for a pension at the choice of a citizen:

  • through a credit institution (bank);

The payment provided to disabled people of various categories, veterans and other needy persons once a month, designated as EDV, is social support. Grounds for paying EDV to disabled people

First of all, it is important to have a disability group (1,2 or 3). This fact is confirmed by an extract from the report obtained during the survey within the framework of ITU. Among other things, EDV is awarded to disabled people who belong to a special category - these are combat disabled people. Amount of daily allowance for disabled people in 2019

It is necessary to formalize the refusal from the NSO in full or in part and write an application for the issuance of money before October 1 of this year.

Changing the group and paying EDV to disabled people

If a lower or higher group was established, payments are subject to recalculation. This will happen on the basis of a report that will be received by the Pension Fund from the ITU Bureau after the examination. That is, you do not need to write an application.

If a disability group entitles you to a larger amount of EDV, it will be paid from the date of assignment of the new disability group. When the payment is reduced, it is accrued from the 1st day of the month following the one for which the previous disability group was assigned.

When does EDV increase?
