Russia is a nuclear power with extensive experience in the use of nuclear technologies in a wide variety of areas of human activity. Nuclear medicine, including the use of radionuclides for the diagnosis and treatment of diseases, began to develop in our country at the turn of the 40-50s. One of the activities of the Rosatom State Corporation is the development of nuclear medicine (medical diagnostics and radiation therapy used in the treatment of oncological, cardiac and neurological diseases). This problem is being solved by the integrator in this area - JSC Rusatom Healthcare, which has united a number of leading manufacturers in the domestic industry - JSC NIITFA (equipment production), JSC V/O Isotope (production of radionuclides), JSC NIFHI im. L.Ya. Karpov" (production of radiopharmaceuticals), JSC "Rusreactor" (production of low-power reactors for the production of radionuclides), as well as two centers for the production of radiopharmaceuticals based on ultra-short-lived radionuclides - fluorine-18, carbon-11, nitrogen-13 and oxygen-15 for PET - diagnostics. Work is actively underway to create and bring to market an import-substituting radiotherapy complex based on a linear electron accelerator with an energy of 6 MeV for precision radiation therapy of malignant tumors. The first such accelerators will appear in 2022. Work is also underway to create a network of nuclear medicine centers in the country. One of them will be built in the coming years in Irkutsk. Similar centers are planned to be built in other regions of Russia.

Today, over 50% of radioactive isotopes produced in the world are used for medical needs. As part of its efforts to develop domestic nuclear medicine, the Rosatom State Corporation organized the production of the molybdenum-99 isotope at the State Scientific Center “Research Institute of Atomic Reactors” (Dimitrovgrad, Ulyanovsk region). The project is aimed at organizing Russia’s own production of new radiopharmaceuticals and medical devices, and developing services to provide high-tech medical care to the population.

The Federal State Unitary Enterprise “Federal Center for the Design and Development of Nuclear Medicine Facilities” of the FMBA of Russia was created by order of the FMBA of Russia on September 1, 2010 in connection with the emerging demand for the industry developing in the country. Currently, the enterprise's portfolio includes more than 30 medical radiological institutions, where the Federal Center took part at various stages of their creation (from conceptual and design development to commissioning). Among them are 8 radionuclide diagnostic departments with gamma cameras or SPECT, 7 positron emission tomography centers, 5 radionuclide therapy departments, 6 radiation therapy departments (remote and contact), 3 laboratories for the production of medical radioisotope products, 2 large medical radiology centers (with consisting of the above departments), including the Federal High-Technology Center for Medical Radiology of the FMBA of Russia in Dimitrovgrad. The development of design documentation is carried out by qualified employees of the branch of the Central Design Institute of Nuclear Medicine, St. Petersburg. The competencies of the personnel working at the Center allow the company to perform the function of a General Contractor; a full package of permits has been drawn up, necessary in accordance with legal requirements for the design and construction of radiation hazardous facilities.

At all stages of project implementation, the Federal Center provides scientific and technical engineering support for the creation of nuclear medicine facilities, based on existing experience, taking into account the specifics of the current regulatory framework, the requirements of state regulatory authorities and the market situation.

A branch of the Federal Center, the Medradiopreparat plant is Russia's largest manufacturer of radiopharmaceutical products, which for more than 40 years has been supplying the Russian and neighboring markets with more than 12 types of radiopharmaceuticals and medical products based on radionuclides 131 I, 123 I, 89 Sr, 67 Ga, 111In. After reconstruction in 2010, the enterprise had the necessary conditions that meet GMP requirements for the production and quality control of medicines. Together with leading scientific centers (FMBC named after A.I. Burnazyan, FMBA of Russia, MRRC of the Ministry of Health of the Russian Federation, RNTsRR of the Ministry of Health of the Russian Federation and many others), the development of the latest drugs using radioisotopes 188 Re, 68 Ga, 90 Y, 99m Tc and radionuclide generators with introduction of innovative methods and modern technologies for the diagnosis and treatment of cancer and other socially significant diseases.

Since 2016, for the first time in Russia, the production of a new capsule form of the drug “Sodium iodide 131” with proven safety and effectiveness has been organized.

The enterprise carries out scientific and innovative activities in the preparation of expert opinions, recommendations, reference materials regarding regulatory issues, permitting and production documentation, selection of technological equipment, statistical data and other information in the field of radiation medical technologies, including participation in the preparation of the interdepartmental State program "Development nuclear medicine in the Russian Federation".
