“From an ancient legend we know about a way to cut through a tangle of problems in one fell swoop. But we, unlike Alexander the Great, need to act more carefully in order to unravel the Gordian knot of accumulated questions.”

A meeting of the Presidium of the Council of Legislators of the Russian Federation under the Federal Assembly of Russia was held at the Tauride Palace. It discussed two important topics:
→ “Tasks of education: Message from the President of the Russian Federation and the national project in the field of education”
→ “Implementation of the Address of the President of the Russian Federation regarding the development of mortgage lending as an effective measure to support families with children”

First Deputy Chairman of the Federation Council Nikolai Fedorov drew attention to the fact that the two topics of the meeting have been inextricably and fundamentally connected since historical times.

According to him, the task of taking a leading position in the world in terms of the quality of general education in the coming years can be achieved by implementing the national project “Education”. In accordance with the approved plan, the Federation Council was actively involved in this work.

The “Zemstvo Teacher” program, supported by the President, is intended to help improve the situation in providing education with personnel. “Here it is fundamentally important and useful to take into account regional developments and the successful experience of individual subjects of the Federation in retaining personnel in rural areas,” the senator noted.

Speaking about the second issue on the agenda, Nikolai Fedorov drew attention to the fact that last year the mortgage lending market set a kind of record. Almost one and a half million loans were issued for a total amount of 3 trillion rubles. Compared to 2017, a record increase of 49% was recorded. The average mortgage loan size exceeded 2 million rubles.

One of the determining factors for this growth was the reduction of rates below 10% last year. All borrowers could feel the benefits from this. And those who again took out a mortgage loan, and about 170 thousand families who refinanced a previously taken one.
