Ten years ago, they adopted the “Accessible Environment” state program for people with disabilities, aimed at creating a comfortable life in populated areas. Among the multi-million population of our country, 8.2% of residents are people with diseases, and as a result, disabilities. Many of them are diagnosed with disabilities at an early age. This fact poses serious questions for the authorities and the state regarding the adaptation of this category of people.

The essence of the Federal program

Organizing a barrier-free environment for people with disabilities is a project developed by the authorities, the primary goal of which is to protect and support segments of society if, for any reason, they are limited in their actions.

These are measures supported by the state during the implementation of the program at both the federal and regional levels. They provide assistance in the rehabilitation of patients. Attention is paid to people who belong to the sedentary group. The need to help them is due to many different reasons.

The state program was initially approved in the fall of 2008 after a document emanating from the Government of the Russian Federation. This was yet another confirmation that the country is ready to fight for the rights of people with disabilities. Society is concerned about providing access for people with disabilities to government services, services in clinics, and other services that are familiar to ordinary citizens, since they do not have problems associated with the difficulty of obtaining them. Initially, the organization of an accessible environment for people with disabilities was planned for a short period of time, but the positive attitude of citizens towards it proved the need for continuation.

Goals and objectives of the program

There is a huge proportion of talented people among citizens with varying degrees of disabilities in the country. Before the adoption of the law, there was no access in the Russian Federation to objects of social life, to the right to engage in creative work. This was due to the absolute lack of a basis for practicing. The adoption of new regulations has become an opportunity to do what you love and not feel left out in society.

Dmitry Medvedev, during a recent conversation with representatives of a narrow circle of organizations, noted: “Unusual situations can take anyone by surprise. Society and the state must be prepared to ensure that people who find themselves in an unusual situation are not left alone with the disease.”

Priority tasks:

  1. Creation of a legislative framework that will guarantee that people with disabilities have access to social infrastructure facilities and services on an equal basis with citizens who are absolutely physically healthy.
  2. Construction of new institutions in cities necessary for the recovery, further rehabilitation of citizens, and their education.
  3. Training of new personnel in the field of providing assistance to citizens, both with poor vision and with equally complex other diseases.
  4. Providing targeted support to people with hearing/vision disabilities in finding a job in various institutions to develop and demonstrate the accessibility of the social environment. The main direction of this project is collecting feedback from citizens. The data obtained should concern aspects of cooperation with the hearing impaired and citizens who for other reasons have limited capabilities. The program is becoming an excellent way to establish productive work between the physically healthy population and the disabled.

Based on the list of main goals, federal laws set two main tasks for all institutions operating in the country:

  • organizing new places to work for all categories of citizens in the country;
  • provision of absolutely free services for people with disabilities in all operating medical institutions.

Creating an accessible environment for people with disabilities

At the federal and regional levels, government authorities are required to carry out a whole list of important actions within the framework of the current federal program. It is important to increase the effective value of the established indicators. Services and facilities in all areas of activity must be accessible to all persons with disabilities. Clear time boundaries and a specific procedure for developing these measures are legislatively approved by regulations that entered into force relatively recently, in 2016. Since 2016, regions have also independently implemented the requirements of all Federal Laws and other laws within the framework of the project on their territories.

The governor of each region personally controls all actions taking place within the framework of this program. It is he who sets the right vector of development in this matter. Citizens in need of support can always count on receiving it in the shortest possible time.

Recently, the Deputy Chairman of the RF State Duma Committee on Labor and Social Policy noted: “Thanks to the implementation of the project, it was almost immediately possible to clearly define the nuances of an integrated approach. Each city has already written down an action plan for the near future until 2020.”

Infrastructure development

One of the capital’s laws regarding the accessibility of socialization facilities for people with disabilities states: everyone must be equipped with the following equipment:

  • information in visual, audio format,
  • signs located near buildings that are being renovated or under construction,
  • signaling at every active traffic light,
  • means of communication that are easy to use for all people with disabilities. All facilities must be equipped with them by 2020 to avoid penalties.
  • sanitary rooms,
  • ramps,
  • special signs for traffic in landscaped parks and other recreational areas.

Among the 146 million population of the Russian Federation, 9% of citizens have a disability, many of whom have been diagnosed with it since childhood. This poses difficult challenges for the state and society to adapt these people to modern life. For this purpose, the “Accessible Environment” program for people with disabilities was developed in 2008. Its validity was subsequently extended until 2025.

Let's consider its main parameters, as well as interim results of implementation as of 2020.

Legislative framework

Program stages


Since the activities have been implemented for quite a long time, some stages are considered completed, others are either in effect now or are waiting their turn.

The program currently includes five stages:

  1. 2011-1012. During this period, a regulatory framework was created, which now provides opportunities for:
    • implementation of activities;
    • investing funds in specific objects.
  2. 2013-2015. Creation of a material base using federal funds. Namely:
    • construction and reconstruction of rehabilitation centers;
    • equipping them with the necessary technical means;
    • purchase of special equipment for institutions:
      • healthcare;
      • education.
  3. 2016-2018. Implementation of the main objectives of the program. Monitoring the implementation of stated goals and priorities. Interaction adjustments:
    • federal and regional departments;
    • implementing organizations and authorities.
      In 2016, an additional direction was included - the creation of rehabilitation infrastructure. In 2018, pilot projects were launched in the Sverdlovsk region and Perm region to create rehabilitation systems.
  4. 2020:
    • Monitoring the effectiveness of the work done.
    • Summing up.
    • Analysis of results.
    • Development of decisions regarding further activities in the field of creating conditions for the normal life of citizens with disabilities.
    • Financing of regions (in the amount of up to 400 million rubles) for equipping rehabilitation centers.
  5. 2021-2025:
    • development of pilot projects for assisted living, including educational (training), to train persons with disabilities in independent living skills; From 2021, rehabilitation will be a key focus. 18 subjects of the Russian Federation will be financed from the federal budget for:
      • purchasing equipment for rehabilitation centers,
      • training of specialists,
      • IS development.

The exact list of activities will be determined during budgeting in the relevant budget periods.

The Ministry of Labor and Social Protection of the Russian Federation is declared to be the responsible executor of the program. This department is entrusted with the task of coordinating the activities of numerous other event performers. For example:

  • Ministry of Communications and Mass Communications of the Russian Federation;
  • Ministry of Education and Science of the Russian Federation:
  • Pension Fund;
  • Social Insurance Fund and others.

Goals and objectives of the Federal Target Program “Accessible Environment”

The activities were designed to ensure:

  • equal access of people with disabilities to facilities and services in priority areas of life for people with disabilities and other low-mobility groups;
  • equal access of people with disabilities to rehabilitation and habilitation services;
  • objectivity and transparency of the activities of medical and social examination institutions.

That is, the Federal Target Program has three directions of impact, which boil down to one thing: overcoming the division of the population according to the criteria of physical capabilities.

Stated Goals

The government sees the goal of the measures as creating legislative conditions to improve the level and quality of life of people with disabilities in the social sphere on the basis of independent economic activity.

Expected results:

  1. Increasing the number of infrastructure facilities for citizens with physical disabilities, including:
    • rehabilitation orientation;
    • transport facilities;
    • social orientation.
  2. Identification and analysis of citizens' opinions on the problems of people with disabilities; an increase in the number of people with disabilities who positively assess the attitude of the population towards the problems of people with disabilities is expected.
  3. Formation of a system of comprehensive rehabilitation and habilitation of disabled people in the constituent entities of the Russian Federation.
  4. Increasing the number of disabled people who received rehabilitation and habilitation measures.
  5. Work on preparing a personnel base of specialists working with people with disabilities:
    • education;
    • stimulation for professional activities;
    • advanced training.
  6. Employment of citizens from among persons with physical disabilities.
  7. Providing medical institutions with specialized equipment to serve patients with disabilities, increasing the number of medical and social examination bureaus.
Without public support, the effectiveness of the program will be low. It is necessary for the whole society to work on the implementation of the state program.

Issues of financing the Federal Target Program

In the area of ​​funding allocation, the program is based on the principles of co-financing. That is, money is allocated from the federal and regional budgets. Currently, the following rule for injecting funds from the center applies:

  1. Subjects with the share of subsidies from the federal budget in the last three years at the level of 40% or lower receive no more than 95% for the implementation of Federal Target Program activities;
    • these include: the Republic of Crimea and the city of Sevastopol.
  2. Others - no more than 70%.
In 2019, an amount of 50,683,114.5 thousand rubles was planned to finance events. For comparison: previously 47,935,211.5 thousand rubles were allocated.

Subroutines of the "Accessible Environment"

Complex tasks must be divided into segments in order to specify and detail their implementation.

For this purpose, the following subprograms are allocated in the Federal Targeted Program:

  1. Ensuring conditions for the accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups. Including:
  • creating conditions for educating citizens about disability issues and eliminating barriers in relationships with other people;
  • ensuring accessibility of disabled people to facilities and services in the most important areas of life for people with disabilities and low-mobility groups (social protection, healthcare, culture, education, transport, information and communications, physical culture and sports);
  • formation of a methodological basis to ensure accessibility to priority facilities and services for people with disabilities.
  1. Improving the comprehensive system of rehabilitation and habilitation for people with disabilities. Namely:
    • determining the needs of disabled people for rehabilitation and habilitation activities;
    • creating conditions for increasing the level of professional development and employment of people with disabilities;
    • formation and maintenance of the regulatory, legal and methodological framework for organizing a system of comprehensive rehabilitation and habilitation for people with disabilities. Particular attention is planned to be paid to disabled children;
    • creating conditions for the development of a comprehensive system of rehabilitation and habilitation for people with disabilities;
    • formation of a modern industry for the production of goods for people with disabilities.
  2. Improving the state system of medical and social examination:
    • development and implementation of objective methods of medical examination;
    • increasing the accessibility and quality of the provision of public services of medical and social examination.
By 2016, the share of facilities accessible to people with disabilities increased to 45% (compared to 12% in 2010). Over the five years of its existence, the program has made it possible to modernize over 18,000 socially significant facilities for them to suit the needs and physical capabilities of people with disabilities.

Interim results of the implementation of the Federal Target Program “Accessible Environment”


The implementation of such a complex task as bringing the quality of life of disabled people to the level of a healthy citizen is a labor-intensive process.

Sometimes it seems that it will not be possible to fully achieve the stated goal.

However, reality shows shifts in public consciousness in the right direction.

  1. Enterprises that employ disabled people function normally.
  2. The number of rehabilitation centers has increased in the country.
  3. People with disabilities are increasingly taking part in public events. They stop being ashamed of injuries.
  4. Traffic lights with sound signals, signs and signs for the visually impaired have appeared on the streets of cities and towns.
  5. There are TV channels with sign language interpretation.
  6. The platforms of the capital's metro are designed so that wheelchair users can safely enter the carriage.
  7. Sound warnings about stops are being introduced on public transport, etc.
Other federal programs also include elements of improving the lives of people with disabilities and preventing the birth of children with disabilities. That is, the government is implementing an integrated approach to solving the stated problems. Important: in October 2017, the Russian Government took another step towards the implementation of these programs. In particular, control and supervision over ensuring accessibility of social infrastructure facilities (communications) for persons with disabilities has been transferred to Roskomnadzor.

What is being done for disabled children


In the Russian Federation, about 1.5 million children have disabilities. Some of them study in specialized educational institutions (90%). And this, in turn, creates barriers to their social adaptation.

Children are deprived of the opportunity to communicate with healthy peers, which makes it difficult for the younger generation to perceive their problems normally without deviations. However, attempts to organize joint training did not show positive results.

Other types of support for disabled children are being developed in the regions:

  1. A local program to create barrier-free education is being implemented in Tambov. It includes about 30 schools that provide inclusive education.
  2. In some regions, at the expense of local budgets:
    • Specialized equipment is constantly purchased and sent to schools;
    • Buildings are being reconstructed to make them easier to use by children with disabilities.
  3. Personnel training is centrally organized to work with such citizens in the following areas:
    • speech therapy;
    • oligophrenopedagogy;
    • deaf pedagogy and others.
Children suffer from awareness of their inferiority more than adults. One encouraging smile or word from a stranger means much more to such a child than all the active work of officials.

Intermediate successes of the regions

At the level of federal subjects, work is also underway to create decent conditions for people with disabilities.

For example:

  1. In some areas of the capital, buildings adapted for the lives of wheelchair users are being built. The houses are equipped with wide lifts and non-standard doorways. Toilets and bathrooms in the apartments are equipped with specialized devices that allow disabled people to use the facilities independently.
  2. In Ulan-Ude, an entire residential building has been designed for people with disabilities.

The building is adapted to meet the needs of people with disabilities.

Latest changes

Changes have been made to the subprogram on improving ITU quality criteria: it has been supplemented with the possibility of conducting an independent assessment of the quality of services provided by ITU federal institutions. The procedure for subsidizing regional budgets within the framework of this program and the formula for calculating allocated subsidies have also changed.

Work on social adaptation of disabled people continues. This is not to say that it is close to completion. There is still a lot to be done. And not only the government and departments. Much also depends on the citizens themselves, both healthy and disabled.

In February 2018, the Accessible Environment program was extended until 2025.

In June 2019, legal (administrative) liability was introduced for failure by officials to fulfill their duties to issue orders to eliminate offenses in the field of social protection of people with disabilities. In particular, Chapters 23 and 28 of the Code of Administrative Offenses have been amended RF

In order to create conditions for unhindered access of disabled people and other groups of the population with limited mobility to facilities and services, as well as the integration of disabled people with society and improving their standard of living, the Government of the Russian Federation decides:

1. Approve the attached state program of the Russian Federation "Accessible Environment" for 2011-2015.

2. To approve the Ministry of Health and Social Development of the Russian Federation as the responsible executor of the state program of the Russian Federation "Accessible Environment" for 2011-2015 (hereinafter - the Program), co-executors of the Program - the Ministry of Culture of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Regional Development of the Russian Federation Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Communications and Mass Media of the Russian Federation, the Ministry of Sports, Tourism and Youth Policy of the Russian Federation, the Ministry of Transport of the Russian Federation and the Federal Medical and Biological Agency.

3. The Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, when forming the draft federal budget for the next financial year and planning period, shall provide budget allocations for the implementation of the Program.

4. The Ministry of Health and Social Development of the Russian Federation, in agreement with the Ministry of Economic Development of the Russian Federation, before April 1, 2011, make proposals for updating the Federal Statistical Work Plan, approved by Decree of the Government of the Russian Federation dated May 6, 2008 N 671-r, taking into account forms of federal statistical observation that provide information to characterize the results of the Program implementation.

5. The Ministry of Health and Social Development of the Russian Federation, before December 31, 2011, develop guidelines for the implementation of measures to ensure the accessibility of facilities and services for people with disabilities and other low-mobility groups, for the purpose of subsequent monitoring of their implementation by co-executors of the Program.

6. To the Ministry of Health and Social Development of the Russian Federation, in agreement with the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, before April 15, 2011, submit, in the prescribed manner, proposals for amendments to the Program, taking into account the methodological guidelines for the development and implementation of state programs of the Russian Federation , approved in accordance with Decree of the Government of the Russian Federation of August 2, 2010 N 588 “On approval of the Procedure for the development, implementation and evaluation of the effectiveness of state programs of the Russian Federation.”

7. Recommend that the executive authorities of the constituent entities of the Russian Federation develop programs of the constituent entities of the Russian Federation aimed at ensuring the accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups, taking into account the provisions of the Program.

State program of the Russian Federation "Accessible environment" for 2011-2015

I. Characteristics of the current state in the considered area of ​​socio-economic development of the Russian Federation, main indicators and analysis of social, financial, economic and other risks of the Program implementation

There are currently about 13 million people with disabilities in the Russian Federation, which is about 8.8 percent of the country's population.

In 2008, the Russian Federation signed the Convention on the Rights of Persons with Disabilities of December 13, 2006 (hereinafter referred to as the Convention), which is an indicator of the country’s readiness to create conditions aimed at complying with international standards of economic, social, legal and other rights of persons with disabilities.

The signing of the Convention actually approved the principles on which state policy towards people with disabilities should be based.

According to the Convention, States Parties must take appropriate measures to ensure that persons with disabilities have access, on an equal basis with other citizens, to the physical environment (buildings and structures surrounding a person in everyday life), transport, information and communications, and other facilities and services open or provided to the public . These measures, which include identifying and eliminating obstacles and barriers to accessibility, should cover, in particular:

On buildings, roads, transport and other objects, including schools, residential buildings, medical institutions and workplaces;
to information, communication and other services, including electronic and emergency services.

Taking into account the requirements of the Convention, as well as the provisions of the International Classification of Functioning, Disability and Health (hereinafter referred to as the International Classification), an accessible environment can be defined as the physical environment, transport, information and communication facilities, retrofitted to eliminate obstacles and barriers that arise for an individual or group people taking into account their special needs. The accessibility of the environment is determined by the level of its possible use by the relevant population group.

Legislation of the Russian Federation, including federal laws “On social protection of disabled people in the Russian Federation”, “On social services for elderly and disabled citizens”, “On communications”, “On physical culture and sports in the Russian Federation”, the Urban Planning Code of the Russian Federation and the Code of the Russian Federation on Administrative Offenses define requirements for authorities and organizations, regardless of their organizational and legal form, to create conditions for people with disabilities to have unimpeded access to engineering, transport and social infrastructure, information, as well as responsibility for evading the fulfillment of these requirements.

At the same time, the formation of an accessible environment for people with disabilities, despite the existing legal framework, is at a low level in the Russian Federation.

The results of sociological research show that 60 percent of citizens with disabilities of the musculoskeletal system have to overcome barriers when using public transport, and 48 percent - when making purchases. Two-thirds of visually impaired respondents note the difficulty or complete impossibility of visiting sports facilities and recreational facilities.

The opinions of people with disabilities obtained during sociological surveys are confirmed by data from an analysis of the state of accessibility of social infrastructure carried out in a number of constituent entities of the Russian Federation. Thus, in the Novgorod region, only 10 percent of such facilities meet the requirements for an accessible living environment for people with disabilities, in the city of Arkhangelsk - 13 percent, in the city of Kursk - 5 percent.

Legislation of the constituent entities of the Russian Federation (for example, laws of the Perm, Stavropol Territories, Nizhny Novgorod, Samara and Moscow Regions, Moscow, etc.) create a legal basis for ensuring unhindered access of people with disabilities to information, social, transport and engineering infrastructure facilities, but do not solve the necessary the scope of this problem.

Due to the lack of an integrated approach to solving the most important social task - creating equal opportunities for people with disabilities in all spheres of society by ensuring accessibility of the physical, social, economic and cultural environment, a number of problems have arisen, including:

Imperfection of legislative and regulatory regulation of issues of ensuring an accessible environment for people with disabilities - incompleteness, insufficient harmonization of regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation with the norms of international law, as well as the advisory nature of norms, rules and standards that determine the conditions for the formation of an accessible environment for people with disabilities;

Lack or ineffectiveness of coordination and interaction between government bodies, local governments, businesses and public organizations of people with disabilities to create an accessible environment, including in the implementation of departmental, regional targeted programs and individual events;

Lack of a system of independent examination and control in the field of design, construction and reconstruction of facilities from the point of view of accessibility for people with disabilities and other groups of the population with limited mobility.

The unresolved problem of creating an accessible environment gives rise to the following serious socio-economic consequences:

Discouraging labor and social activity of disabled people, which negatively affects the educational and cultural level of disabled people, as well as the level and quality of their life;

High social dependence, forced isolation of disabled people, complicating medical, social and psychological rehabilitation, acting as an independent factor of disability and predetermining the increased demand among disabled people for medical and social services in inpatient and home settings;

Indifferent attitude towards people with disabilities in the mass consciousness of citizens and social separation of people with disabilities and citizens who are not disabled, predetermining the need to conduct appropriate explanatory and educational information campaigns;

Limitation of vital activity of other groups of the population with limited mobility (elderly people, temporarily disabled people, pregnant women, people with prams, preschool children).

The nature of the state program of the Russian Federation "Accessible Environment" for 2011-2015 (hereinafter - the Program) gives rise to a number of the following risks during its implementation, the management of which is included in the Program management system:

Lack of expected final results of the Program, ensuring an improvement in the quality of life of people with disabilities and other groups of the population with limited mobility;

Irrelevance of planning and delay in coordinating measures regarding technology development;

Passive resistance to the dissemination and use by public authorities of the results of the Program;

Insufficient flexibility and adaptability of the Program to external factors and organizational changes in government bodies;

Duplication and inconsistency of actions in the implementation of activities under the Program;

Passive resistance of individual citizens and public organizations of disabled people within the framework of the implementation of Program activities for ethical, moral, cultural and religious reasons.


II. Priorities and goals of state policy in the creation and development of an accessible living environment for people with disabilities and planned macroeconomic indicators based on the results of the Program implementation

In accordance with the Main Directions of Activities of the Government of the Russian Federation for the period until 2012, approved by Order of the Government of the Russian Federation dated November 17, 2008 N 1663-r, the Concept of Long-Term Social and Economic Development of the Russian Federation for the period until 2020, approved by Order of the Government of the Russian Federation of November 17, 2008 N 1662-r, and the provisions of the Convention, the Program provides for the implementation of a set of measures to ensure unimpeded access to priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups, as well as improving the conditions and procedure for the provision of services in the field medical and social examination and rehabilitation with the aim of integrating disabled people with society.

Creating an accessible environment for people with disabilities will allow them to exercise their rights and fundamental freedoms, which will contribute to their full participation in the life of the country.

Providing an accessible environment for people with disabilities and other low-mobility groups of the population is one of the most important socio-economic tasks that affect the rights and needs of millions of citizens of the country and the need to solve which arises from the requirements of the legislation of the Russian Federation, including international treaties of the Russian Federation.

One of the priority directions of state policy should be the creation of conditions for providing disabled children, taking into account the characteristics of their psychophysical development, equal access to quality education in general education and other educational institutions implementing educational programs of general education (hereinafter referred to as regular educational institutions), and taking into account the conclusions psychological, medical and pedagogical commissions. The activities of specialized educational institutions teaching children with disabilities on the basis of the conclusion of psychological, medical and pedagogical commissions will be concentrated on the contingent of children who, taking into account their health status, require conditions that are not implemented in ordinary educational institutions.

Organizing the education of disabled children in regular educational institutions, mainly at their place of residence, allows them to avoid long-term placement in boarding schools, create conditions for living and raising children in the family and ensure their constant communication with peers, which contributes to the formation of a tolerant attitude of citizens towards the problems of disabled people , effective solution of problems of their social adaptation and integration with society.

A necessary condition for the implementation of this direction is the creation in a regular educational institution of a universal barrier-free environment that allows for the full integration of children with disabilities.

According to data provided by the constituent entities of the Russian Federation, at the beginning of the 2009/10 academic year, the necessary conditions for unhindered access for people with disabilities in accordance with the requirements of Article 15 of the Federal Law “On Social Protection of Disabled Persons in the Russian Federation” were created in 3,892 regional and municipal educational institutions, including in 1226 ordinary educational institutions, which is 2.5 percent of the total number of regional and municipal ordinary educational institutions.

As part of the Program, by 2016 it is planned to increase the number of regional and municipal educational institutions that meet the relevant requirements for ensuring conditions for unhindered access for people with disabilities to 10 thousand units (20 percent of the projected total number of regional and municipal educational institutions).

One of the important areas of the Program is to improve the activities of organizations that are directly involved in determining disability and providing rehabilitation services, since it is the effectiveness of medical and social examination and rehabilitation of people with disabilities that is an important factor that allows people with disabilities to actively integrate with society and expands the availability of facilities and services for them .

When conducting a medical and social examination based on a comprehensive assessment of life limitations caused by a persistent disorder of body functions, analysis of clinical, functional, social, professional, labor and psychological data, the disability of citizens, its causes, terms, time of onset and the needs of disabled people in various types of social protection, including rehabilitation.

Institutionally, the state system of medical and social examination includes:

Federal state institutions of medical and social expertise, which are under the jurisdiction of the Federal Medical and Biological Agency, are the Federal Bureau of Medical and Social Expertise, the main bureaus of medical and social expertise in the constituent entities of the Russian Federation, the main bureau that carries out medical and social expertise of employees of organizations in certain industries with especially dangerous working conditions and the population of certain territories, as well as branches of the main bureaus (bureaus of medical and social examination in cities and regions);

Scientific institutions specializing in the field of medical and social examination, prosthetics and rehabilitation of disabled people are the federal state institutions "Novokuznetsk Scientific and Practical Center for Medical and Social Expertise and Rehabilitation of Disabled People of the Federal Medical and Biological Agency", "St. Petersburg Scientific and Practical Center for Medical social examination, prosthetics and rehabilitation of disabled people named after G.A. Albrecht of the Federal Medical and Biological Agency", "St. Petersburg Institute for Advanced Medical Expertise of the Federal Medical and Biological Agency".

The following federal organizations are currently operating in the rehabilitation system:

Federal state unitary enterprises (specialized federal state unitary enterprises, prosthetic and orthopedic enterprises);

Specialized healthcare institutions specializing in traumatology, orthopedics and endoprosthetics;

Institutions of secondary vocational education for people with disabilities (boarding colleges, technical boarding schools, boarding school, interregional center for rehabilitation of persons with hearing problems);

Sanatorium and resort institutions, including children's;

State extra-budgetary funds (Social Insurance Fund of the Russian Federation, Federal Compulsory Medical Insurance Fund).

The executive authorities of the constituent entities of the Russian Federation and their subordinate institutions also participate in the rehabilitation of disabled people.

Characterizing the current state of the state system of medical and social examination and rehabilitation of disabled people, it should be noted a number of positive results achieved in recent years:

Simplification of administrative procedures for recognition as disabled and stabilization of the total number of disabled people in the Russian Federation (both adults and children), including those recognized as disabled for the first time;

Increasing in kind and value terms the volumes and level of satisfaction of the needs of disabled people for technical means of rehabilitation and vouchers for sanatorium-resort treatment;

Strengthening the material base of rehabilitation institutions for people with disabilities, including within the framework of the federal target program “Social support for people with disabilities for 2006-2010”;

Creation of Internet classes in boarding homes for disabled children.

At the same time, the efficiency of the state system of medical and social examination and rehabilitation of disabled people remains low, in particular:

The classifications used to conduct medical and social examinations do not allow us to objectively, at the required quality level, determine disabilities, develop and implement individual rehabilitation programs for people with disabilities, and evaluate their effectiveness, which complicates the prompt provision of services to people with disabilities, including through the introduction of electronic document management, and causes numerous criticisms and complaints from disabled people;

Regulatory legal acts, guidelines and recommendations, as well as information tools do not provide the required level of coordination and interaction between bodies and institutions of the state system of medical and social examination and rehabilitation of disabled people, both horizontally and vertically in the relationships of federal and regional organizations. As a result, the level and quality of provision of appropriate public services to people with disabilities remains low;

The activities of the bodies and institutions of the state system of medical and social examination and rehabilitation of people with disabilities are not focused on achieving interrelated goals, as a result of which the effectiveness of rehabilitation measures, including the provision of medical and educational services to people with disabilities, as well as services in the field of employment, remains low, and their assessment is difficult , for example, in relation to the expenditure of budget funds;

The material and technical base of the state system of medical and social examination and rehabilitation of disabled people needs to be modernized (accessibility of medical and social examination institutions for disabled people, provision with modern special diagnostic equipment);

Legal, organizational and financial mechanisms for providing technical means of rehabilitation often lead to the acquisition of low-quality products by people with disabilities, which require frequent repair or replacement, do not take into account the special needs of people with disabilities, limit their mobility without providing effective rehabilitation, and at the same time contribute to an unjustified increase in budget expenditures for these goals.

Taking into account these reasons, it is planned to improve the state system of medical and social examination and rehabilitation of disabled people, including vocational guidance and employment.

The basis for building a fundamentally new system of social protection, aimed at a more complete adaptation of people with disabilities to public life, taking into account their special needs and individual choices, will be methods for examining citizens, providing rehabilitation services and assessing the effectiveness of rehabilitation measures, taking into account the provisions of the International Classification.

The application of the International Classification will make it possible to assess the condition of citizens from a medical, psychological and social point of view with a high degree of reliability and objectivity and determine their need for various types of social protection, including rehabilitation.

To ensure selectivity of measures of social support for disabled people in various life situations, with the help of the International Classification, it is planned to develop a codifier of disability categories, differentiated by the primary type of assistance that a disabled person needs.

Each group will have a normative code established, which will simplify and systematize the activities of all services and organizations to determine and provide types of services to people with disabilities and types of assistance provided for by the legislation of the Russian Federation, including in organizations whose activities are directly related to the provision of services to people with disabilities.

Taking into account the current state of accessibility of facilities and services for people with disabilities and other low-mobility groups, the following goals of the Program have been determined:

Formation by 2016 of conditions for unhindered access to priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility (health care, culture, transport, information and communications, education, social protection, sports and physical education, housing stock);

Improving the mechanism for providing services in the field of rehabilitation and medical and social examination in order to integrate disabled people with society.

To achieve these goals, it is necessary to solve the following tasks:

Assessment of the state of accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups;

Increasing the level of accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups;

Elimination of social separation between disabled people and non-disabled citizens;

Modernization of the state system of medical and social examination;

Ensuring equal access for people with disabilities to rehabilitation services.

The development forecast for the considered sphere of socio-economic development of the Russian Federation was made in inertial and innovative options.

The inertial option involves solving the problem in accordance with established practice, in which environmental accessibility is ensured within the framework of individual activities carried out by federal and regional government bodies, or in the form of departmental and regional targeted programs. This solution to the problem is the least expensive.

At the same time, as practice shows, without close coordination of tasks solved by federal and regional bodies, the implementation of regional target programs on the regulatory and resource base of the constituent entities of the Russian Federation alone does not provide a fundamental, comprehensive solution to problems in priority areas of life for people with disabilities and other low-mobility groups of the population , since in accordance with accessibility requirements, as well as taking into account the isolation of the constituent entities of the Russian Federation, there is a need to coordinate legal, organizational, financial and information issues at the federal level.

For these reasons, the inertial option for developing the Program is unacceptable.

With the innovative option, at the stage of development of the Program, based on the most relevant factors that have a direct or indirect negative impact on the current state of accessibility of the environment for people with disabilities and other groups of the population with limited mobility, the objectives of the Program are determined. To solve these problems, measures were developed, the need for the necessary resources for their implementation was assessed, and the sequence and timing of the activities were determined.

In relation to the activities of the Program, it is envisaged to implement:

Monitoring and control over the progress and results of the implementation of activities based on a system of relevant targets and indicators that ensure the achievement of intended goals;

Adjustments to the content and timing of the implementation of these activities, as well as the resources attracted for their implementation within the total volume of budgetary allocations for the implementation of the Program.

The innovative nature of the Program will be ensured through the development and implementation of new regulatory, design, technical and organizational solutions, developed taking into account Russian and international experience, contributing to the formation in the Russian Federation of an accessible environment for people with disabilities and other low-mobility groups of the population, which corresponds to the main directions Concepts of long-term socio-economic development of the Russian Federation for the period until 2020.

Thus, an innovative solution to the problem will ensure the creation of conditions for the sustainable development of an accessible environment for people with disabilities and other low-mobility groups in the Russian Federation.

Macroeconomic indicators are not used for planning and assessing the results of the implementation of Program activities. However, achieving the goals of the Program will indirectly affect macroeconomic indicators. For example, the volume of gross domestic product is not a target indicator (indicator) of the Program, but the factors for its change are an increase in consumer demand and a change in the employment structure. By 2015, the number of disabled people provided with jobs through the employment service in the total number of disabled people who applied to the employment service will be 30.5 percent.

Increasing the level of education of people with disabilities, including in the context of inclusive education, the level of accessibility of facilities and services provided to the population, will increase the degree of economic activity of people with disabilities, will contribute to a higher level of employment for this category of citizens and will lead to relative independence from social payments (disability pension, monthly cash payments) and, as a result, increase consumer demand.


III. Forecast of the final results of the Program, characterizing the target state (change in state) of the level and quality of life of the population, the social sphere, the economy, public safety, government institutions, the degree of implementation of other socially significant interests and needs in the relevant area

To assess the results of the Program implementation, the following target indicators and indicators of the effectiveness of its implementation are used:

The share of constituent entities of the Russian Federation that have generated and updated accessibility maps of objects and services (accessibility maps of objects and services are a graphical display of the state of accessibility of objects and services on a map of a constituent entity of the Russian Federation with the ability to provide information about the most accessible travel routes, as well as places to obtain information information on the specifics of providing services for people with disabilities), in the total number of constituent entities of the Russian Federation;

The share of people with disabilities and people with disabilities who regularly engage in physical education and sports in the total number of this category of the population;

The share of disabled people who received positive results of rehabilitation in the total number of disabled people who underwent rehabilitation (adults (children) (restoration, compensation for impaired or lost body functions, the disabled person’s abilities to perform everyday, social or professional activities);

The share of the main bureaus of medical and social examination in the constituent entities of the Russian Federation, equipped with special diagnostic equipment, in the total number of the main bureaus of medical and social examination in the constituent entities of the Russian Federation;

To assess the results of pilot projects in the constituent entities of the Russian Federation, the following target indicators will be used:

The share of priority social, transport, engineering infrastructure facilities accessible to people with disabilities and other low-mobility groups in the total number of priority facilities - to assess the implementation of a pilot project to develop an accessible environment at the level of a constituent entity of the Russian Federation;

The share of disabled people who received positive results of rehabilitation in the total number of disabled people who underwent rehabilitation (adults (children)) - to assess the implementation of a pilot project to develop approaches to organizing and conducting medical and social examination and rehabilitation of disabled people, taking into account the provisions of the International Classification.

Thus, the implementation of the Program activities will allow:

Assess the state of accessibility of facilities and services by certifying them and generating maps of the availability of facilities and services, as well as develop classifications and criteria for the implementation of medical and social examination, taking into account the provisions of the International Classification;

Increase the level of accessibility of priority facilities and services based on proven methods, ensuring the availability of these facilities and services in priority areas of life for people with disabilities and other low-mobility groups, as well as shorten the rehabilitation route of a disabled person.

In addition, the expected results of the Program implementation include:

Increasing the number of schools that have created a universal barrier-free environment that allows disabled people and children without developmental disabilities to study together;

Increasing the number of automobile and urban ground electric public transport equipped for transporting people with disabilities and other groups of the population with limited mobility;

Increasing the number of subtitled television programs on all-Russian mandatory public channels;

Increasing the number of disabled people and other low-mobility groups of the population systematically involved in physical education and sports;

Increasing the number of disabled people who positively assess the population’s attitude towards disability issues;

Increasing the number of jobs for people with disabilities created by public organizations of people with disabilities;

Increasing the number of main bureaus of medical and social examination in the constituent entities of the Russian Federation, equipped with special diagnostic equipment;

Increasing the number of disabled people provided with technical means of rehabilitation (services) in accordance with the federal list as part of an individual rehabilitation program.


IV. Timing for the implementation of the Program as a whole, milestones and deadlines for their implementation, indicating interim indicators

The implementation of the Program's objectives will be carried out from 2011 to 2015 in 2 stages:

Stage I - 2011-2012;
Stage II - 2013-2015.

At stage I, it is expected to prepare the relevant regulatory legal acts and methodological documents, carry out a number of priority research and development work and begin their implementation, implement the necessary measures to identify priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups, carry out inspection and certification of these objects, make decisions on the implementation of measures to ensure the availability of these objects and services, determine the amount of necessary funds, including federal budget funds, within the approved limits of budget obligations for these works, implement a pilot project at the level of constituent entities of the Russian Federation to develop an accessible environment, as well as a pilot project to develop approaches to organizing and conducting medical and social examination and rehabilitation of people with disabilities, taking into account the provisions of the International Classification.

As a result of the implementation of a pilot project to test the formation of an accessible environment, qualitative and quantitative criteria for the adaptation of objects and services will be determined depending on the amount of costs, adaptation time, site attendance and cases of using alternative methods to ensure accessibility of objects and services, including for organizations regardless of organizational and legal form. In such cases, if it is impossible to comply with the requirements for the accessibility of facilities and services due to the design features of buildings and structures and (or) other reasons, it is mandatory to develop and implement alternative methods and solutions to ensure the availability of the service, taking into account the capabilities of various organizations (remote form of service provision, changing the operating mode etc.) in accordance with the recommendations of the Ministry of Health and Social Development of the Russian Federation.

At the same time, organizations of private forms of ownership carry out work to ensure the accessibility of facilities and services for people with disabilities and other groups of the population with limited mobility at their own expense.

At stage II, it is planned to carry out work to ensure the accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups.

At this stage, the implementation of priority measures will also be carried out to improve the state system of medical and social examination and rehabilitation in order to ensure equal access of disabled people to the living environment and determine the need for rehabilitation services.

The Program’s activities are aimed at creating accessibility for people with disabilities and other low-mobility groups of the population of priority facilities and services in priority areas of life.

Organizations, regardless of their organizational and legal form, must take into account the requirements for accessibility of objects and services for people with disabilities, guided by the relevant regulatory legal acts, which also provide for the possibility of necessary modifications and adjustments to methods of ensuring accessibility, taking into account the specifics of the activities of these organizations.

The creation of an accessible environment in the Russian Federation is not limited either by the activities of the Program or by the timing of its implementation.

Control over compliance with the requirements ensuring the accessibility of facilities and services for people with disabilities and other groups of the population with limited mobility must be ensured by federal executive authorities, state authorities of the constituent entities of the Russian Federation and municipalities within their competence.

In order to generalize the experience of the constituent entities of the Russian Federation and develop mechanisms for ensuring the accessibility of facilities and services for people with disabilities and other low-mobility groups, a pilot project will be implemented in 2011-2012 with the participation of 3 constituent entities of the Russian Federation (the Republic of Tatarstan, Tver and Saratov regions) to develop accessible environment at the level of constituent entities of the Russian Federation.

In 2012, it is planned to implement a pilot project in 3 constituent entities of the Russian Federation (Udmurt Republic, Republic of Khakassia, Tyumen Region) to develop approaches to organizing and conducting medical and social examination and rehabilitation of people with disabilities, taking into account the provisions of the International Classification.


V. List of main activities of the Program indicating the timing of their implementation and expected results

To achieve the goals set and solve the problems of the Program, it is necessary to implement a set of measures, the formation and financial support of which is carried out under the headings of expenses for research and development work, capital investments and other needs.

1. Assessment of the state of accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups

To solve the problem of assessing the state of accessibility of priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility, the implementation of the following Program activities is provided:

Updating the provisions of current technical regulations, national standards of the Russian Federation, codes of practice, building codes and regulations of the Russian Federation, instructions and recommendations, other regulatory documents establishing requirements for ensuring the accessibility of buildings and structures for people with disabilities and other groups of the population with limited mobility;

Developing a universal design strategy. According to the Convention, universal design means the design of objects, environments, programs and services to make them as usable as possible for all people, without the need for adaptation or special design. Universal design does not preclude the presence of assistive devices in appropriate places for specific groups of people with disabilities;

Development of a methodology for certification and classification of objects and services for the purpose of their objective assessment for the development of measures to ensure accessibility;

Development of a methodology for generating and updating maps of accessibility of objects and services;

Implementation of activities included in the programs of the constituent entities of the Russian Federation, developed taking into account the technical specifications of the pilot project to develop the formation of an accessible environment at the level of the constituent entities of the Russian Federation;

Preparation of methodological recommendations for the development and implementation of programs of the constituent entities of the Russian Federation, ensuring the availability of priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility;

Development of mechanisms to ensure accessibility of educational services for various categories of children with disabilities, including the creation of a barrier-free school environment, including building codes and regulations;

Development of models for the implementation of an individual rehabilitation program for a disabled child in terms of receiving education by disabled children in regular educational institutions;

Creation of a federal center for information and reference support for citizens on disability issues, including disabled women and girls;

Development of methodological recommendations for the provision of services in the field of health care and social protection, taking into account the special needs of people with disabilities. The special needs of people with disabilities in the Program are understood as the needs of people with visual impairments, people with hearing disabilities, people with disabilities who are unable to control their behavior, people with disabilities who require assistance with movement, people with disabilities who require constant outside care, people with disabilities who require constant accompaniment in public places, as well as the needs disabled women and girls;

Conducting an analysis of the needs of cultural institutions in the type and quantity of technical devices and determining, within the approved limits, the necessary amounts of funding for the purchase and installation of equipment for people with disabilities and other groups of the population with limited mobility;

Development of accessibility requirements for cultural institutions, taking into account the special needs of people with disabilities (exhibition lighting, arrangement of exhibits using special designs for display cases and other museum and exhibition equipment at a certain height);

Development of methodological recommendations to ensure compliance with accessibility requirements when providing services to people with disabilities and other low-mobility groups, taking into account factors that impede the accessibility of services in the field of sports and tourism;

Development of design solutions for the refurbishment of housing facilities for people with disabilities and families with disabled children.

The executive authorities of the constituent entities of the Russian Federation, using funds from the budgets of the constituent entities of the Russian Federation, implement the following activities:
identification of priority objects and services in priority spheres of life of people with disabilities and other groups with limited mobility, preparation and implementation of certification of these objects and services. When implementing this event, the opinion of public organizations of disabled people will be taken into account;
generation of maps of the availability of facilities and services.

2. Increasing the level of accessibility of priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility

To solve the problem of increasing the level of accessibility of priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility, the implementation of the following Program activities is provided:

Organization of hidden subtitling of television programs of all-Russian compulsory public television channels;

Development of a hardware and software complex for automatic preparation of closed captions in real time for implementation on all-Russian mandatory public television channels within the approved limits of budgetary obligations;

Support for sports institutions in adaptive physical culture and sports in the constituent entities of the Russian Federation;

Conducting training events for specialists of psychological, medical and pedagogical commissions, educational institutions on the implementation of an individual rehabilitation program for a disabled child in terms of receiving education for disabled children in regular educational institutions;

Creation of a universal barrier-free environment in regular educational institutions, allowing for the full integration of children with disabilities;

Equipping educational institutions with special, including educational, rehabilitation, computer equipment and vehicles (in order to ensure the physical accessibility of educational institutions) for organizing correctional work and training for people with visual impairments, hearing impairments and musculoskeletal disorders;

Implementation of activities included in the programs of the constituent entities of the Russian Federation, developed on the basis of the exemplary program of the constituent entity of the Russian Federation to ensure the accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups of the population (hereinafter referred to as the exemplary program of the constituent entity of the Russian Federation).

Federal executive authorities (including the responsible executive of the Program and co-executors of the Program) in accordance with the areas of jurisdiction, executive authorities of the constituent entities of the Russian Federation within the approved limits of budget obligations, including within the framework of departmental and target programs, as well as organizations regardless of organizational -legal form in relation to objects owned by them, at their own expense, in accordance with the legislation of the Russian Federation, the following activities are carried out:

Bringing the condition of buildings and structures into compliance with the requirements of building codes and regulations to ensure their accessibility for people with disabilities and other low-mobility groups;

Adaptation of entrance lobbies, stairs, ramps, traffic routes inside buildings, service areas, sanitary and hygienic premises and adjacent areas;

Equipping buildings and structures with elevators and lifting devices with a voice warning system and spatially-relief signs;

Equipping buildings and structures with fire alarm and warning systems with redundant lighting devices, information boards with tactile (spatial-relief) information, etc.;

Modernization of the rolling stock of passenger transport adapted for people with disabilities (ramps, lifts, wheelchair attachment points, automatic light and sound informants), as well as the construction of new railway transport facilities that perform the functions of passenger service, taking into account the requirements for the accessibility of facilities and services for people with disabilities and other groups of the population with limited mobility;

Arrangement of railway stations, airports, sea and river ports for disabled people, including the installation of specialized payphones for people with musculoskeletal disorders, signs with light and sound information for people with hearing and vision loss;

Equipment of specialized ticket offices, places in waiting rooms and booths in public toilets;

Equipment of pedestrian and transport communications, stops, stations and stations of public passenger transport with systems for synchronous output of speech and text information (including graphic diagrams of transport routes), ramps, tactile and contrast surfaces;

Preparation of rules for the maritime transportation of passengers and rules for the transportation of passengers and their luggage on inland water transport, taking into account the provisions of the Convention;

Production of vehicles with special equipment and design features that ensure their accessibility for disabled passengers;

Equipping roads with special traffic signs both for people with disabilities and informing about the movements of people with disabilities along these sections of roads, as well as creating specially designated parking spaces in city parking lots;

Preparation of methodological materials on organizing an accessible environment for people with disabilities and other low-mobility groups in cultural institutions and conducting training seminars for specialists from these institutions;

Equipping libraries with special adaptive technical means for people with disabilities ("talking books" on flash cards and special devices for reproducing them);

Adaptation of official websites of government authorities on the Internet taking into account the needs of the visually impaired;

Equipping the buildings of state bodies and local self-government bodies with special equipment for the convenience and comfort of disabled people at places where state and municipal services are provided;

Ensuring access for people with disabilities and other low-mobility groups to electronic government services via the Internet, taking into account technical capabilities;

Production and (or) distribution and replication of socially significant electronic media products, creation and maintenance of sites on the Internet that have social or educational significance;

Publishing periodicals for the disabled, including the visually impaired;

Equipping postal facilities with ramps and other special devices to ensure their accessibility for people with disabilities and other low-mobility groups;

Equipping medical and preventive institutions with special equipment in order to facilitate the implementation of medical measures for people with disabilities;

Providing a system for training national sports teams of the Russian Federation and creating conditions for preparing reserves for the national teams of the Russian Federation in winter sports for the XI Paralympic Winter Games 2014 in Sochi;

Supporting development programs for public organizations whose activities are aimed at developing sports included in the program of the Paralympic and Deaflympic Games;

Providing disabled people with technical means of rehabilitation and certain categories of citizens from among veterans with prosthetics (except dentures) and prosthetic and orthopedic products;

Support for employers participating in activities to promote the employment of people with disabilities, with reimbursement of costs for equipment (equipment) of special workplaces for the employment of people with disabilities.

3. Elimination of social separation between disabled people and non-disabled citizens

The disunity between disabled people and non-disabled citizens will not fully create conditions for ensuring equal participation of disabled people in all spheres of society. To solve this problem, the following Program activities are envisaged:

Preparation and conduct of representative sociological studies of disabled people’s assessment of the attitude of citizens of the Russian Federation to the problems of disabled people, disabled people’s assessment of the state of accessibility of priority objects and services in priority spheres of life;

Organizing and conducting public educational campaigns to disseminate ideas, principles and means of creating an accessible environment for people with disabilities and other low-mobility groups, preparing and publishing educational, informational, reference, methodological manuals and guides on creating an accessible environment.

Within the framework of the programs of the constituent entities of the Russian Federation, it is planned to hold regional events for people with disabilities, including for disabled children (festivals, sports competitions, etc.).

4. Modernization of the state system of medical and social examination

To solve the problem of modernizing the state system of medical and social examination, it is planned to implement the following Program activities aimed at increasing objectivity and efficiency in examining citizens:

Development of new classifications and criteria for determining disability during a medical and social examination based on a comprehensive assessment of the state of a citizen’s body based on an analysis of his clinical, functional, social, professional, labor and psychological data;

Development of a codifier of disability categories, taking into account the provisions of the International Classification, differentiated by the primary type of assistance that a disabled person needs;

Development of models of intra- and interdepartmental interaction in the implementation of medical and social examination and comprehensive rehabilitation of disabled people in order to shorten the rehabilitation route of a disabled person;

Organization and implementation of a pilot project in 3 constituent entities of the Russian Federation to develop approaches to organizing and conducting medical and social examination and rehabilitation of disabled people, taking into account the provisions of the International Classification;

Introduction of approaches to organizing and conducting medical and social examination and rehabilitation of disabled people in the constituent entities of the Russian Federation, taking into account the results of the pilot project;

Development of a system for staffing a network of medical and social examination institutions;

Development of standards for equipping institutions of the main bureaus of medical and social examination in the constituent entities of the Russian Federation with special diagnostic equipment;

Training (training, retraining, advanced training) of specialists from medical and social examination institutions, holding conferences on the problems of medical and social examination;

Training (training, retraining, advanced training) of specialists from medical and social examination institutions (working with the codifier of disability categories, taking into account the provisions of the International Classification, differentiated by the primary type of assistance that a disabled person needs);

Strengthening the material and technical base of the institutions of the main bureaus of medical and social examination in the constituent entities of the Russian Federation.

Federal executive authorities, in accordance with their areas of jurisdiction, executive authorities of the constituent entities of the Russian Federation, within the approved limits of budgetary obligations, departmental and targeted programs, carry out the following activities:

Bringing the condition of buildings and structures of medical and social examination institutions into compliance with the requirements of building codes and regulations to ensure their accessibility for people with disabilities and other groups of the population with limited mobility;

Establishment of a unified system for registering people with disabilities in the Russian Federation by combining existing information systems that reflect the state of disability in the Russian Federation.

5. Ensuring equal access for people with disabilities to rehabilitation services

To solve the problem of ensuring equal access for people with disabilities to rehabilitation services, the following Program activities are envisaged, aimed at increasing the efficiency of the provision of these services:

Organization and holding of conferences for specialists from rehabilitation and treatment and preventive institutions on the implementation of a codifier of disability categories, taking into account the provisions of the International Classification, differentiated by the primary type of assistance that a disabled person needs, including the production of information and reference material;

Training of sign language interpreters and sign language interpreters, including training at a basic level in Russian sign language for specialists providing public services to the population;

Training of specialists providing educational and training process among people with disabilities and other groups of the population with limited mobility;

Construction of a prosthetic and orthopedic rehabilitation center at the address: Moscow, st. Ivana Susanina, 3;

Conducting systematic research and preparing scientifically based proposals to improve legal, organizational and financial mechanisms for providing disabled people with technical means of rehabilitation;

Supporting programs of public organizations of people with disabilities to promote the employment of people with disabilities in the labor market, including creating jobs and ensuring accessibility of jobs;

Development of software that allows integrating data from various departmental structures involved in the rehabilitation of disabled people, based on models of intradepartmental and interdepartmental interaction, and its implementation.

Federal executive authorities, in accordance with their areas of jurisdiction, executive authorities of the constituent entities of the Russian Federation, within the approved limits of budget obligations, including within the framework of departmental and targeted programs, carry out the following activities:

Analysis of the activities of the network of rehabilitation centers in the constituent entities of the Russian Federation, taking into account the profile of rehabilitation in order to determine the provision of rehabilitation services to disabled people, including disabled children;

Analysis of the network of existing sanatorium-resort and medical-prophylactic institutions subordinate to the Ministry of Health and Social Development of the Russian Federation, federal government institutions - rehabilitation centers of the Social Insurance Fund of the Russian Federation with the aim of repurposing and reconstructing individual sanatorium-resort and medical-prophylactic institutions into rehabilitation institutions with taking into account the provision of the population with rehabilitation services;

Development of a procedure for the provision of rehabilitation services;

Development of standards for equipping organizations providing rehabilitation services;

Repurposing individual sanatorium-resort and treatment-and-prophylactic institutions into rehabilitation institutions;

Strengthening the material and technical base of rehabilitation institutions;

Strengthening the material and technical base of specialized institutions for disabled children and orphanages in order to carry out comprehensive medical, pedagogical and social rehabilitation of disabled children;

Providing subsidies from the federal budget to hospitals for complex prosthetics to pay for the days of stay of disabled people in hospitals;

Providing disabled people with vehicles;

Payment of compensation to disabled persons for insurance premiums under compulsory insurance contracts for civil liability of vehicle owners;

State support for all-Russian public organizations of disabled people;

Providing subsidies from the federal budget to federal state unitary prosthetic and orthopedic enterprises for compensation of losses associated with the sale of prosthetic and orthopedic products and prosthetic services at prices below cost;

Publishing printed media for people with disabilities;

Additional monthly financial support for disabled people due to military injury;

Analysis of factors preventing the independent entry of disabled people into the labor market and development of measures to gradually eliminate them;

Developing ways to encourage employers to create jobs to employ people with disabilities;

Development of a mechanism for the development of integration enterprises - specialized organizations with an average number of at least 50 people, whose activities are carried out using the labor of disabled people and in which the average number of disabled people is at least 50 percent, for the purpose of professional and social rehabilitation of disabled people;

Preparation and publication of a professional reference book for the employment of people with disabilities.

The implementation plan for the Program activities, indicating the sources of financing and the distribution of funds from the federal budget, budgets of the constituent entities of the Russian Federation and extra-budgetary sources between the responsible implementer of the Program and co-executors of the Program is given in Appendix No. 1.

Program activities implemented in 2011-2015 by federal executive authorities within the approved limits of budget obligations, promoting the creation of an accessible environment for people with disabilities, are given in Appendix No. 2.

VI. The main measures of legal regulation in the area under consideration, aimed at achieving the goals and (or) final results of the Program, with justification of the main provisions and deadlines for the adoption of the necessary regulatory legal acts

The main measures of legal regulation are aimed at ensuring accessibility of the environment for people with disabilities and other groups of the population with limited mobility.

In order to ensure equality of disabled people with other persons, as well as in connection with the accession of the Russian Federation to the Convention, draft federal laws are being developed that provide for amendments to certain legislative acts of the Russian Federation on issues of rehabilitation and social integration of disabled people and ratification of the Convention.

To ensure disabled people and other low-mobility groups of the population equal access to social, transport and engineering infrastructure, it is necessary to change in 2011 the standards for ensuring the accessibility of buildings and structures for the specified categories of citizens during design and construction, established by the following regulatory documents:

Construction norms and rules "Accessibility of buildings and structures for people with limited mobility" (SNiP 35-01-2001);
departmental building codes “Designing a living environment taking into account the needs of people with disabilities and low-mobility groups of the population” (VSN 62-91*);
sets of rules:

"Design of buildings and structures taking into account accessibility for people with limited mobility. General provisions" (SP 35-101-2001);
"Living environment with planning elements accessible to people with disabilities" (SP 35-102-2001);
"Public buildings and structures accessible to visitors with limited mobility" (SP 35-103-2001);
"Buildings and premises with places of work for disabled people" (SP 35-104-2001);
"Reconstruction of urban development taking into account accessibility for people with disabilities and other groups of the population with limited mobility" (SP 35-105-2002);
"Calculation and placement of social service institutions for the elderly" (SP 35-106-2003);
"Buildings of institutions for temporary stay of persons without a fixed place of residence" (SP 35-107-2003);
"Premises for leisure, physical culture and recreational activities for older people" (SP 35-109-2005);
"Boarding houses" (SP 35-112-2005);
"Reconstruction and adaptation of buildings for social service institutions for the elderly" (SP 35-114-2003);
"Arrangement of premises in institutions for social and medical services for the elderly" (SP 35-115-2004);
"Rehabilitation centers for children and adolescents with disabilities" (SP 35-116-2006);
"Boarding houses for disabled children" (SP 35-117-2006).

In addition, you need to update:

National standard "Means of public passenger transport. General technical requirements for accessibility and safety for people with disabilities" (GOST R 51090-97), which will create a regulatory framework for ensuring compliance with accessibility requirements for transport infrastructure facilities (vehicles, pedestrian crossings, sidewalks, etc.) for disabled people and other people with limited mobility, taking into account the requirements of the Federal Law "Technical Regulations on the Safety of Buildings and Structures";

National standard "Buses for the transportation of disabled people. General technical requirements" (GOST R 50844-95), which will lay the regulatory framework for compliance with the accessibility requirements of passenger transport for people with disabilities and other low-mobility groups.

When implementing Program activities, as necessary, the responsible implementer of the Program or co-executors of the Program adopt departmental regulations in accordance with their powers.

VII. List of targets and indicators of the Program with a breakdown of the planned values ​​by year of its implementation, as well as information on the relationship of activities and the results of their implementation with the general target indicators of the Program

The result of the implementation of the Program will be the formation by the end of 2015 of conditions for unhindered access to priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility, as well as the improvement of the mechanism for providing services in the field of medical and social examination and rehabilitation in order to integrate people with disabilities with society.

The effectiveness of the Program is assessed by indicators that characterize the state and dynamics of the level of accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups, as well as characterizing the state and dynamics of disability.

The total amount of funds provided by the Program for the implementation of measures to ensure the availability of these facilities and services is 41.66 billion rubles. The target indicator characterizing the level of their accessibility is the share of disabled people who positively assess the level of accessibility of priority facilities and services in priority areas of life, in the total number of disabled people.

According to sociological research conducted by the Center for Social Policy and Gender Research (Saratov) in 4 regions of the Russian Federation in 2008 (Kostroma, Moscow, Saratov regions and St. Petersburg), the number of people with disabilities who face insurmountable barriers when visiting facilities and receiving services is about 30 percent. The Program provides for an event to conduct representative sociological research, the results of which will make it possible to objectively assess the effectiveness of the implementation of the Program’s activities. The level of positive assessment by disabled people of the state of priority facilities and services in priority areas of life by the end of 2015 should be at least 55 percent.

The total amount of funds provided by the Program for the implementation of measures to improve the mechanism for providing services in the field of medical and social examination and rehabilitation is 3.67 billion rubles.

The effectiveness of rehabilitation is assessed primarily by the annual indicator characterizing the share of disabled people who received positive results of rehabilitation in the total number of disabled people who underwent rehabilitation (adults (children), which is planned to be increased to 14.5 (12) percent by the end of 2015. Organization of the examination process citizens by medical and social examination institutions, taking into account the provisions of the International Classification on the basis of effective interdepartmental interaction with government authorities, is the key to successful and effective rehabilitation of a disabled person.

In order to objectively assess the state of environmental accessibility in the country as a whole and to provide up-to-date information to people with disabilities and organizations, it is planned to create maps of the accessibility of objects and services based on their certification data.

Thus, the indicator that determines the share of subjects of the Russian Federation that have generated and updated maps of the accessibility of objects and services characterizes the availability of objective information about the state of accessibility of the environment and the inclusion of subjects
Russian Federation in the work on research and analysis of problems in the area under consideration.

Based on data provided by the constituent entities of the Russian Federation, by the end of 2015, objective and up-to-date information in the form of maps of the availability of facilities and services should cover the entire territory of the country.

The level of adaptation of facilities and services to the needs of people with disabilities is characterized by the indicator of the ratio of accessible social, transport and engineering infrastructure facilities to the total volume of priority facilities and services for people with disabilities and other groups of the population with limited mobility. As a result of the implementation of the Program activities, the subjects of the Russian Federation will identify the objects most in demand by people with disabilities in order to ensure their accessibility as a matter of priority. According to expert data, the share of facilities that fully meet accessibility requirements for people with disabilities and other low-mobility groups does not exceed 10-12 percent.

According to information provided by the constituent entities of the Russian Federation, the projected amount of funding for the implementation of measures to ensure accessibility of facilities for people with disabilities will not allow achieving full adaptation of all priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups and, according to preliminary estimates, by 2015 the value of this indicator will be 45 percent.

In order to eliminate social disunity between disabled people and non-disabled citizens, a number of Program activities are envisaged with funding in the amount of 1.56 billion rubles.

At the same time, the proportion of disabled people who positively assess the population’s attitude towards the problems of disabled people can be significantly increased subject to public information and explanatory campaigns. Overcoming social disunity is one of the priorities of the Program and is characterized by the formation of a society friendly towards people with disabilities, as well as the number of information campaigns conducted aimed at eliminating barriers in the areas most important for people with disabilities (problems of disabled children, including disabled girls , families with disabled children, Paralympic and Deaflympic Games, tolerant attitude towards disabled people in educational institutions and when addressing employment issues for disabled people). By the end of 2015, the number of implemented information campaigns should be at least 5.

The share of disabled people who positively assess the population's attitude towards the problems of disabled people in the total number of disabled people surveyed based on the results of the implementation of the Program activities by the end of 2015 should be at least 49.6 percent.

Increasing the level of equipment of medical and social examination institutions with special diagnostic equipment, creating accessibility conditions in these institutions, introducing effective interdepartmental interaction, including using electronic document management, will optimize the work of these institutions and minimize the number of erroneous decisions when examining citizens. By the end of 2015, the share of the main medical and social examination bureaus in the constituent entities of the Russian Federation equipped with special diagnostic equipment will be 86 percent.

The list of targets and indicators of the Program with planned values ​​by year of its implementation is given in Appendix No. 3.

VIII. Justification of the composition and values ​​of target indicators and indicators of the Program at the stages of its implementation and assessment of the influence of external factors and conditions on their achievement

The composition of the Program's target indicators and indicators is determined in such a way as to ensure:

Observability of the values ​​of indicators (indicators) during the implementation period of the Program;
coverage of all the most significant results of the implementation of activities;
minimizing the number of indicators (indicators);
availability of formalized methods for calculating the values ​​of indicators (indicators).

The indicators (indicators) of the Program include indicators (indicators) reflecting the formation by 2015 of conditions for unimpeded access to priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups, as well as improving the mechanism for providing services in the field of rehabilitation and the state system medical and social examination for the purpose of integration of disabled people with society.

The list of indicators (indicators) includes the following indicators (indicators) of statistical observation:

The share of general education institutions in which a universal barrier-free environment has been created, allowing for joint education of people with disabilities and persons without developmental disabilities, in the total number of general education institutions;

The share of persons with disabilities and people with disabilities who systematically engage in physical education and sports in the total number of this category of the population;

The share of disabled people who received positive results from rehabilitation in the total number of disabled people who underwent rehabilitation (adults (children);

The share of disabled people provided with technical means of rehabilitation (services) in accordance with the federal list within the framework of an individual rehabilitation program, in the total number of disabled people.

The specified list of indicators includes the following indicators for monitoring the formation of an accessible environment for people with disabilities and other groups of the population with limited mobility, data for the calculation of which are not available in current statistical practice:

The share of disabled people who positively assess the level of accessibility of priority facilities and services in priority areas of life, in the total number of disabled people;

The share of constituent entities of the Russian Federation that have generated and updated maps of the availability of objects and services in the total number of constituent entities of the Russian Federation;

The share of priority social, transport, and engineering infrastructure facilities accessible to people with disabilities and other low-mobility groups in the total number of priority facilities;

The share of the rolling stock of automobile and urban ground electric transport for public use, equipped for the transportation of people with limited mobility, in the fleet of this rolling stock;

The number of produced and broadcast subtitles for subtitling television programs of all-Russian mandatory public channels;

Number of jobs for disabled people created by public organizations of disabled people;

The share of disabled people who positively assess the population’s attitude towards the problems of disabled people in the total number of disabled people surveyed;

The share of the main bureaus of medical and social examination in the constituent entities of the Russian Federation, equipped with special diagnostic equipment, in the total number of the main bureaus of medical and social examination in the constituent entities of the Russian Federation.

The specified indicators and indicators are subject to inclusion in the Federal Statistical Work Plan, approved by Order of the Government of the Russian Federation dated May 6, 2008 N 671-r.

The list of indicators is open in nature and provides for the possibility of adjustment in cases of loss of information content of the indicator (reaching the maximum value or saturation), changes in public policy priorities, the emergence of new technological and socio-economic circumstances that significantly affect the formation of an accessible environment for people with disabilities and other groups with limited mobility population.

Justification of target values ​​and assessment of the influence of external factors are carried out when preparing the corresponding section of the forecast for the socio-economic development of the Russian Federation for the medium term.


IX. Information on resource support for the Program from the federal budget (with distribution by main managers of federal budget funds)

The implementation of the Program activities is carried out at the expense of the federal budget, the budgets of the constituent entities of the Russian Federation and extra-budgetary sources.

The total amount of funding for the Program is provided in the amount of 46,888.33 million rubles, including from funds:

Federal budget - 26,900 million rubles;
budgets of the constituent entities of the Russian Federation - 19,718.99 million rubles;
extra-budgetary sources - 269.34 million rubles.

Expenditures on capital investments will amount to 1.36 percent of the total amount of funds allocated for the implementation of the Program (636 million rubles), costs for carrying out research and development work - 0.25 percent (115.96 million rubles) and other needs - 98.39 percent (46,136.37 million rubles).

The volume of resource support for the Program and the ratio of expenditures from budgets of various levels and extra-budgetary sources take into account the availability of programs of the constituent entities of the Russian Federation aimed at creating conditions by 2015 for unhindered access to priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups of the population, and financial resources, at the disposal of the executive authorities of the constituent entities of the Russian Federation, as well as other funds raised for these purposes.

Expenses for research and development work are determined based on the results of an assessment of labor and material costs necessary to implement the Program.

The maximum volumes of capital investments and expenses for other needs are calculated on the basis of a preliminary analysis of the cost of measures to ensure the accessibility of existing facilities.

The distribution of federal budget funds between the responsible executor and co-executors of the Program - federal executive authorities for the implementation of Program activities is given in Appendix No. 4.

Federal budget funds provided within the framework of the Program for co-financing expenses for the implementation of activities included in the programs of the constituent entities of the Russian Federation, implemented at the expense of the budgets of the constituent entities of the Russian Federation, are provided in the form of subsidies to the budgets of the constituent entities of the Russian Federation (interbudgetary subsidies), subject to their use for the purpose implementation of programs of own and borrowed funds in the amount of at least 50 percent of the total financing.

Federal budget funds provided within the framework of the Program for co-financing activities for the development, approval and implementation of programs of public organizations of people with disabilities for the employment of people with disabilities in the labor market, including the creation of jobs for people with disabilities and ensuring accessibility of jobs, are provided in the form of subsidies subject to the use by them for the purpose of implementing programs of their own and borrowed funds in the amount of at least 30 percent of the total funding and employment of at least 30 disabled people per year for a period of at least 6 months.

Financing of the activities of Stage II of the Program within the approved limits of budget obligations will be clarified after analyzing the results of the implementation of Stage I of the Program.

It is planned to clarify the activities of the Program, including taking into account the proposals of the co-executors of the Program, as well as applications from the constituent entities of the Russian Federation, provided that they use their own and borrowed funds in the amount of at least 50 percent of the total funding to implement the programs of the constituent entities of the Russian Federation.

Financing of activities not included in Appendix No. 3 to the Program is carried out by federal executive authorities (including the responsible executor of the Program and co-executors of the Program) in accordance with the areas of jurisdiction, executive authorities of the constituent entities of the Russian Federation within the approved limits of budget obligations, including within the framework of departmental and targeted programs, as well as by organizations, regardless of their organizational and legal form, at their own expense.


X. Description of government regulation and risk management measures in order to minimize their impact on achieving the goals of the Program

State regulatory measures of a managerial nature, including those aimed at reducing the risks of implementing Program activities, include:

Strategic planning and forecasting. Co-implementers of the Program are developing long-term strategies to ensure the formation of accessibility conditions for people with disabilities and other low-mobility groups in the relevant areas of legal regulation and ensure control of their implementation;

The use of legal methods of influence (a set of regulatory legal acts at the federal and regional levels) that contribute to solving the problems of the Program at all levels of executive power;

Determination of the organizational structure for managing the implementation of the Program (composition, functions and coordination of links at all levels of management).

The most important element of the Program implementation is the relationship between planning, implementation, monitoring, clarification and adjustment of the Program.

Management decisions within the Program are made taking into account information received from the Program co-executors.

The formation and use of a modern control system at all stages of the Program implementation is an integral component of the mechanism for its implementation.

Responsible implementer of the Program during its implementation:

Provides leadership and ongoing management of the implementation of the Program, coordinates the activities of co-executors of the Program, executive authorities of the constituent entities of the Russian Federation, local governments and public organizations of people with disabilities;

Develops, within its competence, regulatory legal acts necessary for the implementation of the Program;

Conducts analysis and forms proposals for the rational use of financial resources of the Program;

Prepares, in accordance with the established procedure, a plan for the implementation of the Program, containing a list of Program activities, including the activities of departmental target programs, indicating the timing of their implementation, budget allocations, as well as information on expenses from other sources;

Specifies the mechanism for implementing the Program and the amount of costs for the implementation of its activities within the approved limits of budget obligations;

Prepares an annual report on the progress of implementation and on assessing the effectiveness of the Program together with co-implementers before March 1 of the year following the reporting one, and sends it to the Government of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation;

Carries out checks on the progress of implementation of the Program by co-executors of the Program - federal executive authorities, state authorities of the constituent entities of the Russian Federation and public organizations of disabled people;

Organizes the placement in electronic form of information on the progress and results of the Program implementation (content support for a specialized website);

Interacts with the media on issues of covering the progress of implementation of Program activities.

Co-executors of the Program:

Adopt, within their competence, regulatory legal acts necessary for the implementation of the Program;

Quarterly summarize and analyze the results of the Program implementation and submit relevant reports to the responsible implementer of the Program, including on the use of budget funds;

Before February 1 of the year following the reporting year, an annual report on the progress of implementation and assessment of the effectiveness of the Program activities is prepared and sent to the responsible executive of the Program;

Organize control over the implementation of the Program activities in relation to objects under their jurisdiction, including those located on the territory of the constituent entities of the Russian Federation.

The implementation of the Program activities is carried out in accordance with the legislation of the Russian Federation.

To ensure control and independent evaluation of the Program, a coordinating council is being created, consisting of representatives of state authorities and public organizations of people with disabilities.

The chairman of the coordination council is the deputy head of the federal executive body - the responsible executor of the Program. The rules of work of the coordinating council and its personal composition are approved by order of the head of the federal executive body - the responsible executor of the Program.

The Coordination Council performs the following functions:

Interdepartmental coordination of the activities of federal executive authorities - co-executors for the implementation of the Program;

Consideration of the topics of the Program activities;

Review and examination of programs of constituent entities of the Russian Federation, developed on the basis of the terms of reference for a pilot project to develop the formation of an accessible environment at the level of a constituent entity of the Russian Federation;

Review and conduct an examination of the programs of the constituent entities of the Russian Federation submitted for participation in the Program, developed on the basis of an exemplary program of the constituent entity of the Russian Federation and providing for the implementation by the constituent entities of the Russian Federation of the main target indicators and indicators that allow them to achieve the values ​​of the target indicators and indicators of the Program;

Reviewing materials on the progress of implementation of the Program activities and providing recommendations for their clarification, as well as reviewing the results of the Program implementation;

Identification of scientific, technical and organizational problems during the implementation of the Program and development of proposals for their solution;

Preparation of an annual report on the implementation of the Program;

Maintaining quarterly reporting on the implementation of Program activities;

Analysis of quarterly reports of Program co-executors;

Assessment of the socio-economic efficiency of the results of the Program implementation.

The risk of lack of expected final results of the Program is typical when implementing long-term and complex programs, and work planning measures are aimed at minimizing it, in particular the formation of a Program implementation plan containing a list of Program activities, including activities of departmental target programs, indicating the timing of their implementation, budget appropriations, as well as expenditure information from other sources.

In addition, federal executive authorities and executive authorities of the constituent entities of the Russian Federation need to:

Develop measures to support privately owned organizations that provide services in a format accessible to people with disabilities and other low-mobility groups;

Develop a plan for the gradual formation of conditions for the accessibility of facilities and services for people with disabilities and other groups of the population with limited mobility in order to eliminate unjustified excessive costs on the part of the private sector of the economy;

Develop a mechanism that will ensure, to the greatest extent possible, monitoring compliance with the requirements for accessibility of the living environment for people with disabilities and other low-mobility groups (including the requirements of technical regulations, state standards, etc.), with the involvement of representatives of public associations of people with disabilities;

Provide a mechanism for timely adjustment of the plan for the gradual formation of conditions for accessibility of facilities and services for people with disabilities and other groups of the population with limited mobility, taking into account the opinion of public associations of people with disabilities.

Other types of risks are related to the specifics of the goals and objectives of the Program, and measures to minimize them are taken by the Ministry of Health and Social Development of the Russian Federation when managing the Program, including when organizing the work of the coordinating council. Co-executors of the Program ensure relevance when planning and implementing Program activities, preventing duplication and organizing the dissemination of the results obtained by individual co-executors.

In order to reduce possible negative consequences and risks, based on methodological recommendations developed in the first half of 2011 by the responsible implementer of the Program and co-executors of the Program, it is planned to implement 2 pilot projects in 6 constituent entities of the Russian Federation.

In 2011-2012, it is planned to implement a pilot project in 3 constituent entities of the Russian Federation to develop an accessible environment at the level of constituent entities of the Russian Federation.

Determination of methods and means of interdepartmental interaction in accordance with the objectives of the pilot project (at the municipal and regional levels);

Identification and assessment of needs for eliminating existing restrictions and barriers to priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups;

Identification of problems that negatively affect the implementation of the project, including analysis of factors influencing the emergence of barriers to ensuring accessibility of priority areas of life, and the development of measures for their phased elimination, taking into account the specifics of the constituent entity of the Russian Federation;

Carrying out a set of measures for retrofitting, adapting priority facilities and services of social, transport and engineering infrastructures in priority areas of life for people with disabilities and other low-mobility groups of the population to ensure unhindered access, including to medical and social examination services, regardless of place of residence, and comprehensive rehabilitation services for people with disabilities.

The subjects of the Russian Federation participating in the specified pilot project (Republic of Tatarstan, Tver and Saratov regions) were selected based on the following criteria:

A significant proportion of disabled people in the population of a constituent entity of the Russian Federation (including disabled children);

The presence of the executive authorities of the constituent entity of the Russian Federation of experience in creating an accessible environment in the form of previously implemented programs of the constituent entity of the Russian Federation;

The presence in the constituent entity of the Russian Federation of programs currently in place to create an accessible environment for people with disabilities and other low-mobility groups of the population that are complex in nature;

Confirmation of the readiness of the constituent entity of the Russian Federation, during the implementation of the pilot project, to provide an integrated approach in terms of developing measures to create an accessible environment, taking into account the special needs of people with disabilities based on the predominant limitations of life activity.

In the process of implementing the Program and clarifying the indicators of socio-economic development of the constituent entities of the Russian Federation, the list of constituent entities of the Russian Federation participating in the pilot project to create an accessible environment at the level of the constituent entity of the Russian Federation may be adjusted.

The Ministry of Health and Social Development of the Russian Federation, no later than March 31, 2011, will develop and approve the terms of reference for a pilot project to develop an accessible environment at the level of constituent entities of the Russian Federation.

The approved program of a constituent entity of the Russian Federation, developed taking into account the terms of reference of a pilot project to develop an accessible environment at the level of constituent entities of the Russian Federation, is submitted to the Ministry of Health and Social Development of the Russian Federation. The list of documents submitted simultaneously with the program of the constituent entity of the Russian Federation, as well as the procedure for their submission, are approved no later than March 31, 2011 by the Ministry of Health and Social Development of the Russian Federation.

Consideration of programs of the constituent entities of the Russian Federation, developed taking into account the terms of reference of the pilot project to develop an accessible environment at the level of the constituent entities of the Russian Federation, is carried out by the Ministry of Health and Social Development of the Russian Federation at the coordination council.

The rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the implementation of activities included in the programs of the constituent entities of the Russian Federation, developed taking into account the technical specifications of the pilot project to develop the formation of an accessible environment at the level of the constituent entities of the Russian Federation, are given in Appendix No. 5.

Subjects of the Russian Federation participating in a pilot project to create an accessible environment at the level of a constituent entity of the Russian Federation present the generalized results of the implementation of the pilot project in the form of a report with proposals that will be sent to all constituent entities of the Russian Federation with a mandatory indication of possible risks and ways to eliminate them. The form and procedure for submitting the report is developed and approved by the Ministry of Health and Social Development of the Russian Federation. If it is impossible to completely eliminate risks, proposals are presented to minimize the negative consequences of such risks.

Based on an analysis of the activities carried out in the constituent entities of the Russian Federation as part of the implementation of a pilot project to test the formation of an accessible environment at the level of the constituent entities of the Russian Federation, the Ministry of Health and Social Development of the Russian Federation will approve, by August 31, 2012, a sample program of the constituent entity of the Russian Federation to ensure accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups.

The Ministry of Health and Social Development of the Russian Federation provides organizational and methodological guidance and provides the necessary explanations for the implementation of a pilot project to develop an accessible environment at the level of constituent entities of the Russian Federation.

Since 2012, it has been planned to implement a pilot project in 3 constituent entities of the Russian Federation to develop approaches to organizing and conducting medical and social examination and rehabilitation of people with disabilities, taking into account the provisions of the International Classification.

To achieve this goal, it is necessary to solve the following problems:

Introduction of new classifications, criteria and codifier to ensure the identification of predominant types of disabilities in people with disabilities, used when examining citizens in medical and social examination institutions, identifying risks and developing mechanisms for their elimination and minimizing the consequences;

Development of intradepartmental and interdepartmental interaction between medical and social examination institutions and institutions carrying out rehabilitation activities;

Introduction of a scientifically based system of qualitative and quantitative indicators for assessing the activities of federal state institutions of medical and social expertise.

The subjects of the Russian Federation in which the federal state institutions of medical and social examination participating in the specified pilot project are located (Udmurt Republic, Republic of Khakassia, Tyumen Region) were selected based on the following criteria:

Availability of implemented electronic document management and implemented technical capabilities for its formation;

Operational maintenance of an electronic database of examined citizens;

Established close interaction between federal state institutions of medical and social expertise with executive authorities of the constituent entity of the Russian Federation on disability issues.

The Ministry of Health and Social Development of the Russian Federation, no later than December 31, 2011, develops and approves the terms of reference for a pilot project to develop new approaches to organizing and conducting medical and social examination and rehabilitation of people with disabilities, taking into account the provisions of the International Classification.

The distribution of federal budget funds for the implementation of this pilot project is determined by the Federal Medical and Biological Agency depending on the number of employees in the federal state institution of medical and social examination of the corresponding subject of the Russian Federation and the number of its branches.

Based on the Program, public organizations of people with disabilities are recommended to develop and approve programs to promote the employment of people with disabilities in the labor market, including creating jobs and ensuring accessibility of jobs.

Programs of public organizations of disabled people should include activities:

To ensure that disabled people have equal employment opportunities with other citizens;

To promote employment in the labor market for at least 30 disabled people per year for a period of at least 6 months, including the creation of jobs;

To improve the working conditions and safety of disabled people;
on training (including new professions and work methods) and employment of people with disabilities;
to provide rehabilitation services to disabled people;
on the integration of disabled people with society (including cultural, sports and other events).

The procedure for providing subsidies to public organizations of people with disabilities as part of the implementation of the Program for supporting programs of public organizations of people with disabilities to promote the employment of people with disabilities in the labor market, including creating jobs and ensuring accessibility of jobs, is approved by the Government of the Russian Federation.

Subjects of the Russian Federation are recommended, on the basis of the Program and using the approximate program of the subject of the Russian Federation, to develop and approve programs that provide for the implementation by the subjects of the Russian Federation of the main target indicators and indicators that allow them to achieve the values ​​of the target indicators and indicators of the Program.

The rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the implementation of activities included in the programs of the constituent entities of the Russian Federation, developed on the basis of an exemplary program of the constituent entity of the Russian Federation to ensure the accessibility of priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups of the population, are given. in Appendix No. 6.

A comparison of the effectiveness of using subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the implementation of activities included in the programs of the constituent entities of the Russian Federation, developed on the basis of an approximate program of the constituent entity of the Russian Federation, is carried out on the basis of an analysis of the dynamics of changes in the indicators and indicators of the Program.

The rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to support sports institutions for adaptive physical culture and sports in the constituent entities of the Russian Federation are given in Appendix No. 7.

The rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the implementation of measures for the formation in the constituent entities of the Russian Federation of a network of basic educational institutions providing joint education for people with disabilities and persons without developmental disabilities are given in Appendix No. 8. These activities include the creation in ordinary educational institutions with a universal barrier-free environment and equipping them with special, including educational, rehabilitation, computer equipment and vehicles (in order to ensure the physical accessibility of educational institutions) for organizing correctional work and training for people with visual impairments, hearing impairments and musculoskeletal disorders.

In order to organize interaction between the responsible executor and co-executors of the Program, executive authorities of the constituent entities of the Russian Federation and public organizations of disabled people, relevant agreements are concluded.

The Program is implemented by the Ministry of Health and Social Development of the Russian Federation, other interested federal executive bodies, authorized supreme executive bodies of state power of the constituent entities of the Russian Federation and public organizations of people with disabilities.

If local self-government bodies take part in the implementation of program activities of the constituent entities of the Russian Federation, the authorized highest executive bodies of state power of the constituent entities of the Russian Federation enter into agreements with local government bodies, subject to the use of own and borrowed funds in the amount of not less than 50 percent of total funding.

Financing of the Program activities in the next financial year is carried out taking into account the results of monitoring and assessing the effectiveness of the Program implementation during the reporting period.

The methodology for assessing the effectiveness of the Program implementation is given in Appendix No. 9.

Changes to individual activities of the Program in terms of construction sites and facilities, if necessary, are carried out by the co-executor of the Program responsible for the implementation of the specified activity, in the manner established for making changes to the federal targeted investment program.

Other changes to the Program are made on the initiative of the responsible executor of the Program or in pursuance of instructions from the Government of the Russian Federation in accordance with the Procedure for the development, implementation and evaluation of state programs of the Russian Federation, approved by Decree of the Government of the Russian Federation dated August 2, 2010 N 588.


XI. Information on the forecast expenses of the constituent entities of the Russian Federation, as well as a list of activities implemented by them

The implementation of the Program activities, carried out at the expense of the budgets of the constituent entities of the Russian Federation, is planned in the amount of 19,718.99 million rubles.

The list of activities implemented by the constituent entities of the Russian Federation is included in the programs of the constituent entities of the Russian Federation to ensure accessibility to priority facilities and services in priority areas of life for people with disabilities and other low-mobility groups of the population, developed and approved taking into account the terms of reference of the pilot project to develop an accessible environment at the level of the constituent entities of the Russian Federation , as well as into the corresponding standard program of the constituent entity of the Russian Federation.


XII. Information on projected expenses of state corporations, joint-stock companies with state participation, public, scientific and other organizations, as well as extra-budgetary funds

Raising funds from extra-budgetary sources is carried out by the responsible executor of the Program and co-executors of the Program, executive authorities of the constituent entities of the Russian Federation, local government bodies and public organizations of disabled people on a contractual basis.

It is planned to attract funds from public organizations of people with disabilities as funds from extra-budgetary sources in the amount of 269.34 million rubles, provided that they use their own and borrowed funds in the amount of at least 30 percent of the total funding for the implementation of relevant activities of the Program.

1. These Rules establish the procedure for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for co-financing the costs of implementing activities included in the programs of the constituent entities of the Russian Federation, developed on the basis of an exemplary program of the constituent entity of the Russian Federation to ensure the availability of priority facilities and services in priority areas of life disabled people and other low-mobility groups of the population (hereinafter referred to as subsidies, program of the constituent entity of the Russian Federation).

2. Subsidies are provided to the budgets of the constituent entities of the Russian Federation in accordance with the consolidated budget list of the federal budget within the limits of budget obligations approved in the prescribed manner for the purposes specified in paragraph 1 of these Rules, to the Ministry of Health and Social Development of the Russian Federation, on the basis of an agreement concluded by the Ministry healthcare and social development of the Russian Federation and the highest executive body of state power of the constituent entity of the Russian Federation. The form of this agreement is approved by the specified Ministry.

3. The subsidy is provided on the following conditions:

A) the presence of a program of a constituent entity of the Russian Federation, developed on the basis of a standard program of a constituent entity of the Russian Federation to ensure the accessibility of priority facilities and services in priority areas of life for people with disabilities and other groups of the population with limited mobility;

B) the presence in the budget of a constituent entity of the Russian Federation of budgetary allocations for the fulfillment of the expenditure obligation of the constituent entity of the Russian Federation, for the fulfillment of which a subsidy is provided;

C) the existence of an agreement provided for in paragraph 2 of these Rules.

4. The agreement provided for in paragraph 2 of these Rules must contain:

A) information about the intended purpose of the subsidy;
b) information about the amount of the subsidy;
c) information about the existence of a regulatory legal act of a constituent entity of the Russian Federation establishing the expenditure obligation of a constituent entity of the Russian Federation, for the fulfillment of which a subsidy is provided;
d) information on the volume of budgetary allocations provided for in the budget of the constituent entity of the Russian Federation to finance the activities of the program of the constituent entity of the Russian Federation;
e) an obligation to conclude an agreement by the authorized executive body of a constituent entity of the Russian Federation and an authorized local government body if the subsidy is used by a constituent entity of the Russian Federation to co-finance the costs of implementing municipal program activities that provide for the implementation of the activities specified in paragraph 1 of these Rules;
f) the values ​​of target indicators for the effectiveness of the use of subsidies provided for by the program of the constituent entity of the Russian Federation (hereinafter referred to as target indicators);
g) the schedule for transferring subsidies and the procedure for making changes to it;
h) the obligation of the authorized executive body of the constituent entity of the Russian Federation to submit reports on the fulfillment of its obligations arising from the agreement provided for in paragraph 2 of these Rules, including on expenditures of the budget of the constituent entity of the Russian Federation and (or) local budgets for the implementation of programs of the constituent entities of the Russian Federation and (or) municipal programs providing for the implementation of the activities specified in paragraph 1 of these Rules, as well as the achieved values ​​of target indicators, within the time frame established by the Ministry of Health and Social Development of the Russian Federation;
i) the procedure for monitoring the fulfillment of the terms of the agreement provided for in paragraph 2 of these Rules established when providing a subsidy, as well as the procedure for suspending and terminating the provision of a subsidy;
j) liability of the parties for violation of the terms of the agreement provided for in paragraph 2 of these Rules;
k) other conditions governing the procedure for providing a subsidy.

6. The amount of co-financing of the expenditure obligation of a constituent entity of the Russian Federation through a subsidy is determined by the formula:

Um is the average level of co-financing of the expenditure obligation of a constituent entity of the Russian Federation through a subsidy, established by the Ministry of Health and Social Development of the Russian Federation, which cannot be set above 95 percent and below 5 percent of the expenditure obligation.

7. The distribution of subsidies between the budgets of the constituent entities is approved by the Ministry of Health and Social Development of the Russian Federation.

8. If the amount of funds provided in the budget of a constituent entity of the Russian Federation to finance the activities specified in paragraph 1 of these Rules does not allow for the level of co-financing established for the constituent entity of the Russian Federation from the federal budget, the amount of the subsidy is subject to reduction in order to ensure the appropriate level co-financing, and the released funds are redistributed by the Ministry of Health and Social Development of the Russian Federation between the budgets of other constituent entities of the Russian Federation entitled to receive subsidies in accordance with these Rules.

9. Transactions on cash expenditures of the budgets of the constituent entities of the Russian Federation (local budgets), the source of financial support of which are subsidies, are taken into account in accordance with the requirements established by the federal law on the federal budget for the current financial year and planning period.

10. The effectiveness of the use of subsidies by a constituent entity of the Russian Federation is assessed by the Ministry of Health and Social Development of the Russian Federation on the basis of target indicators. The report of the authorized executive body of the constituent entity of the Russian Federation on the achievement of the values ​​of the specified target indicators is submitted before January 20 of the next financial year in the form approved by the Ministry of Health and Social Development of the Russian Federation.

11. The authorized executive authorities of the constituent entities of the Russian Federation quarterly, before the 15th day of the month following the reporting period, submit to the Ministry of Health and Social Development of the Russian Federation a report on the implementation of expenditures of the budgets of the constituent entities of the Russian Federation (local budgets), the source of financial support for which is subsidies, in the form approved by the specified Ministry.

12. If it is established that in the reporting financial year a subject of the Russian Federation has not achieved the target values ​​and the corresponding deviation is more than 50 percent of the Russian average level, the Ministry of Health and Social Development of the Russian Federation makes a decision to reduce the amount of the subsidy provided in the year following the reporting year financial year, at the rate of 1 percent of the subsidy for each percentage point of reduction in the target values. The released funds are redistributed among other constituent entities of the Russian Federation that have achieved the target values ​​​​established for them, in proportion to the amount of subsidies provided for by the budgets of these constituent entities of the Russian Federation in the current year.

13. In the case of expenditures from the budget of a constituent entity of the Russian Federation, the source of financial support for which is a subsidy, these funds are not for their intended purpose, these funds are subject to collection into the income of the federal budget in accordance with the budget legislation of the Russian Federation.

14. The balance of subsidy funds that was not used as of January 1 of the current financial year is subject to return to the federal budget by state authorities of the constituent entities of the Russian Federation, to which, in accordance with legislative and other regulatory legal acts, sources of budget income of the constituent entity of the Russian Federation are assigned for the return of the balances of targeted funds, in in accordance with the requirements established by the Budget Code of the Russian Federation and the federal law on the federal budget for the current financial year and planning period.

15. Monitoring of compliance by constituent entities of the Russian Federation with the conditions for the provision of subsidies is carried out by the Ministry of Health and Social Development of the Russian Federation and the Federal Service for Financial and Budgetary Supervision in accordance with established powers.


Appendix No. 7
to the state program

Rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to support sports institutions in adaptive physical culture and sports in the constituent entities of the Russian Federation

1. These Rules establish the procedure and conditions for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to support sports institutions for adaptive physical culture and sports in the constituent entities of the Russian Federation (hereinafter referred to as subsidies, sports institutions).

2. Subsidies are provided to the budgets of the constituent entities of the Russian Federation in accordance with the consolidated budget list of the federal budget within the limits of budget obligations approved in the prescribed manner for the purposes specified in paragraph 1 of these Rules, to the Ministry of Sports, Tourism and Youth Policy of the Russian Federation, on the basis of an agreement, concluded between the Ministry of Sports, Tourism and Youth Policy of the Russian Federation and the highest executive body of state power of the constituent entity of the Russian Federation. The form of this agreement is developed and approved by the specified Ministry.

g) the value of the target indicator of the effectiveness of the use of the subsidy - the share of persons with disabilities and people with disabilities systematically involved in physical culture and sports in the total number of this category of the population (hereinafter referred to as the target indicator);
h) the obligation of the authorized executive body of the constituent entity of the Russian Federation to submit reports on the fulfillment of its obligations arising from the agreement provided for in paragraph 2 of these Rules, including on expenditures of the budget of the constituent entity of the Russian Federation and (or) local budgets for the implementation of regional and (or) municipal programs (plans) providing for the implementation of the activities specified in paragraph 1 of these Rules, as well as the achieved value of the target indicator, within the time frame established by the Ministry of Sports, Tourism and Youth Policy of the Russian Federation;

j) liability of the parties for violation of the terms of the agreement provided for in paragraph 2 of these Rules;
k) other conditions governing the procedure for providing a subsidy.

7. The distribution of subsidies between the budgets of the constituent entities of the Russian Federation is approved by the Ministry of Sports, Tourism and Youth Policy of the Russian Federation.

8. If the amount of funds provided in the budget of a constituent entity of the Russian Federation to finance the activities specified in paragraph 1 of these Rules does not allow for the level of co-financing established for the constituent entity of the Russian Federation from the federal budget, the amount of the subsidy is subject to reduction in order to ensure the appropriate level co-financing, and the released funds are redistributed by the Ministry of Sports, Tourism and Youth Policy of the Russian Federation between the budgets of other constituent entities of the Russian Federation entitled to receive subsidies in accordance with these Rules.

9. Transactions on cash expenditures of the budgets of the constituent entities of the Russian Federation (local budgets), the source of financial support of which are subsidies, are taken into account in accordance with the requirements established by the federal law on the federal budget for the current financial year and planning period.

10. The effectiveness of the use of subsidies by a constituent entity of the Russian Federation is assessed by the Ministry of Sports, Tourism and Youth Policy of the Russian Federation based on the target indicator.

11. The authorized executive authorities of the constituent entities of the Russian Federation quarterly, before the 15th day of the month following the reporting period, submit to the Ministry of Sports, Tourism and Youth Policy of the Russian Federation a report on the implementation of expenditures of the budgets of the constituent entities of the Russian Federation (local budgets), the source of financial support which are subsidies, in the form approved by the specified Ministry.

12. If it is established that in the reporting financial year a subject of the Russian Federation has not achieved the target value and the corresponding deviation is more than 50 percent of the Russian average, the Ministry of Sports, Tourism and Youth Policy of the Russian Federation makes a decision to reduce the amount of the subsidy provided in the year following for the reporting financial year, at the rate of 1 percent of the subsidy for each percentage point of reduction in the target value. The released funds are redistributed among other constituent entities of the Russian Federation that have achieved the target values ​​​​established for them, in proportion to the amount of subsidies provided for by the budgets of these constituent entities of the Russian Federation in the current year.

13. In the case of expenditures from the budget of a constituent entity of the Russian Federation, the source of financial support for which is a subsidy, these funds are not for their intended purpose, these funds are subject to collection into the income of the federal budget in accordance with the budget legislation of the Russian Federation.

14. The balance of subsidy funds that was not used as of January 1 of the current financial year is subject to return to the federal budget by state authorities of the constituent entities of the Russian Federation, to which, in accordance with legislative and other regulatory legal acts, sources of budget income of the constituent entity of the Russian Federation are assigned for the return of the balances of targeted funds, in in accordance with the requirements established by the Budget Code of the Russian Federation and the federal law on the federal budget for the current financial year and planning period.

15. Monitoring of compliance by constituent entities of the Russian Federation with the conditions for the provision of subsidies is carried out by the Ministry of Sports, Tourism and Youth Policy of the Russian Federation and the Federal Service for Financial and Budgetary Supervision in accordance with established powers.

to the state program

Rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the implementation of measures to form in the constituent entities of the Russian Federation a network of basic educational institutions that provide joint education for people with disabilities and persons without developmental disabilities

1. These Rules establish the procedure and conditions for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the implementation of measures to form in the constituent entities of the Russian Federation a network of basic educational institutions that implement educational programs of general education, providing joint education for people with disabilities and persons without developmental disabilities (hereinafter referred to as subsidies, basic educational institutions).

2. Subsidies are provided to the budgets of the constituent entities of the Russian Federation in accordance with the consolidated budget list of the federal budget within the limits of budget obligations approved in the prescribed manner for the purposes specified in paragraph 1 of these Rules, to the Ministry of Education and Science of the Russian Federation, on the basis of an agreement concluded by the Ministry of Education and science of the Russian Federation and the highest executive body of state power of the constituent entity of the Russian Federation. The form of this agreement is approved by the specified Ministry.

3. Subsidies are provided on the following terms:

A) the presence in the budget of the constituent entity of the Russian Federation of budgetary allocations for the fulfillment of the expenditure obligation of the constituent entity of the Russian Federation, for the fulfillment of which a subsidy is provided;

B) the existence of an agreement provided for in paragraph 2 of these Rules.

4. The agreement provided for in paragraph 2 of these Rules must contain:

A) information about the intended purpose of the subsidy;
b) information about the amount of the subsidy;
c) information on the availability of approved programs (plans) providing for the implementation on the territory of a constituent entity of the Russian Federation of the activities specified in paragraph 1 of these Rules;
d) information about the existence of a regulatory legal act of a constituent entity of the Russian Federation establishing the expenditure obligation of the constituent entity of the Russian Federation, for the fulfillment of which a subsidy is provided, and about the volume of budgetary allocations provided for its provision;
e) a list of basic educational institutions with object-by-object distribution of budget allocations from the budget of a constituent entity of the Russian Federation and (or) a municipal entity, the source of financial support for which is a subsidy;
f) the obligation for the authorized executive body of the constituent entity of the Russian Federation and the authorized body of local self-government to conclude an agreement if the subsidy is used by the constituent entity of the Russian Federation to co-finance municipal programs (plans) providing for the implementation of the activities specified in paragraph 1 of these Rules;
g) the value of the target indicator for the effectiveness of the use of the subsidy - the share of basic educational institutions in the total number of educational institutions implementing educational programs of general education in the constituent entity of the Russian Federation (hereinafter referred to as the target indicator);
h) the obligation of the authorized executive body of the constituent entity of the Russian Federation to submit reports on the fulfillment of its obligations arising from the agreement provided for in paragraph 2 of these Rules, including on expenditures of the budget of the constituent entity of the Russian Federation and (or) local budgets for the implementation of regional and (or) municipal programs (plans) providing for the implementation of the measures specified in paragraph 1 of these Rules, as well as the achieved value of the target indicator, within the time frame established by the Ministry of Education and Science of the Russian Federation;
i) the procedure for monitoring compliance by a subject of the Russian Federation with the terms of the agreement provided for in paragraph 2 of these Rules, established when providing a subsidy;
j) liability of the parties for violation of the terms of the agreement provided for in paragraph 2 of these Rules;
k) other conditions governing the procedure for providing a subsidy.

5. The amount of co-financing of the expenditure obligation of a constituent entity of the Russian Federation through a subsidy is determined by the formula:

Уi is the level of co-financing of the expenditure obligation of the i-th subject of the Russian Federation through a subsidy;

Um is the average level of co-financing of the expenditure obligation of a constituent entity of the Russian Federation through a subsidy, established by the Ministry of Education and Science of the Russian Federation, which cannot be set above 95 percent and below 5 percent of the expenditure obligation;

RBOi - the level of estimated budgetary provision of the i-th subject of the Russian Federation for the current year, calculated in accordance with the methodology for distributing subsidies to equalize the budgetary provision of constituent entities of the Russian Federation, approved by Decree of the Government of the Russian Federation of November 22, 2004 N 670.

6. The amount of the subsidy is determined by the formula:

Ci is the amount of the subsidy provided to the budget of the i-th subject of the Russian Federation;

Ni is the number of basic educational institutions in the i-th subject of the Russian Federation;

M is the number of subjects of the Russian Federation - recipients of the subsidy;

F is the total amount of the subsidy provided for in the federal budget for the implementation of measures to form a network of basic educational institutions in the constituent entities of the Russian Federation.

7. The distribution of subsidies between the budgets of the constituent entities of the Russian Federation is approved by the Ministry of Education and Science of the Russian Federation.

8. If the amount of funds provided in the budget of a constituent entity of the Russian Federation to finance the activities specified in paragraph 1 of these Rules does not allow for the level of co-financing established for the constituent entity of the Russian Federation from the federal budget, the amount of the subsidy is subject to reduction in order to ensure the appropriate level co-financing, and the released funds are redistributed by the Ministry of Education and Science of the Russian Federation between the budgets of other constituent entities of the Russian Federation entitled to receive subsidies in accordance with these Rules.

9. Transactions on cash expenditures of the budgets of the constituent entities of the Russian Federation (local budgets), the source of financial support of which are subsidies, are taken into account in accordance with the requirements established by the federal law on the federal budget for the current financial year and planning period.

10. The effectiveness of the use of subsidies by a constituent entity of the Russian Federation is assessed by the Ministry of Education and Science of the Russian Federation based on the target indicator.

11. Methodology for assessing the effectiveness of the implementation of the state program of the Russian Federation "Accessible Environment" for 2011-2015

1. The effectiveness of the implementation of the state program of the Russian Federation "Accessible Environment" for 2011-2015 (hereinafter referred to as the Program) is assessed annually on the basis of target indicators and indicators provided for in Appendix No. 3 to the Program, based on the correspondence of the current values ​​of indicators (indicators) with their target values values.

2. Assessment of the effectiveness of the Program implementation according to the goals (objectives) of the Program is determined by the formula:

The Russian Federation is a democratic state where power is concentrated in the hands of the people, which is manifested in the rights to choose and be elected. On the other hand, the implementation of state policy is carried out on the basis of the needs of the population, and is formed with the aim of improving the living conditions of citizens. Considering the everyday difficulties faced by incapacitated citizens, the need arose to develop and implement the “Accessible Environment” social program for people with disabilities.

Legislative regulation of the issue

The program to assist all groups of disabled people is a set of activities aimed at adapting people with disabilities in everyday life. This concerns not only such global issues as the arrangement and construction of new medical institutions and rehabilitation centers, but also the creation of conditions for learning and comfortable living in the home environment (patronage nurses, volunteer assistance, renovation and expansion of residential premises).

The state program “Accessible Environment” for people with disabilities was developed on the basis of international bills ratified in Russia. Now its implementation is carried out in accordance with federal laws.

Goals and objectives of the Federal Target Program “Accessible Environment”

Among people with disabilities, the lion's share of talented people who, unfortunately, have little chance of developing and doing what they love. This is due both to psychological problems and to the lack of sufficient material resources for training and targeted training. A barrier-free environment for disabled people of all groups is a chance to do what they love and feel like a full-fledged member of society.

The main objectives of the project include the following:

  • the formation of a regulatory framework that guarantees every disabled person the rights and opportunities equal to physically healthy citizens;
  • development of social programs aimed at providing economic support for such persons;
  • construction of institutions for education, health and rehabilitation of citizens;
  • training of specialists in the field of providing comprehensive assistance to citizens with disabilities;

One of the directions of the project is the analysis of citizens’ opinions regarding important aspects of cooperation with people with disabilities. Which will certainly contribute to the establishment of joint work between disabled people and physically healthy people.

Based on the specified list of goals, government agencies have been assigned the following tasks:

  • provision of free medical care;
  • organization of workplaces.

Issues of financing the Federal Target Program

The Accessibility for Persons with Disabilities Act of 2020 involves obtaining funds for the implementation of the program from several sources:

  • state budget;
  • investments;
  • charitable contributions.

This year it is planned to allocate up to 53 million rubles for the implementation of plans. The amount must be divided between different regions. At the same time, it was established that the share of government investments should not exceed 70% of the total costs.

Convention on the Rights of Persons with Disabilities

Every year in Russia the number of disabled people increases. Therefore, on September 24, 2008, the Russian Federation signed the Convention on the Rights of Persons with Disabilities, in which different countries participated. A special committee was formed to monitor the implementation of this agreement. Initially, the committee had 12 experts, but after increasing the list of participating countries, the staff was increased to 18 experts.

The signed Convention showed the willingness of the authorities to change the living conditions of people with disabilities for the better. According to sociological analysis, about 60% of disabled people cannot use public transport, since it is not designed for such people. About 48% cannot make purchases in a store on their own. State program for disabled people

Based on the Convention, the state program “Accessible Environment” was created in the Russian Federation for 2011-2015. During the period of the program, the authorities were obliged to create special curbs for people with disabilities, provide public transport with equipment for transporting people with disabilities, install special traffic lights with an audible signal and other devices necessary in a populated area.

The state program “Accessible Environment” for 2011-2015 was not easy to implement. Problems that prevented implementation:

Despite goals, objectives and government funding, cities still have problems with access for people with disabilities to pharmacies, municipal institutions, medical facilities and shops. To implement such a large-scale program requires great effort, since it requires a constant and longer-term perspective.

Due to limited funding, the state program “Accessible Environment” has been put on the back burner at airports, in public transport, and at railway stations. The reasons for this attitude in the transport sector lie in more serious problems that require quick solutions and additional financial investments. Therefore, almost all city transport is inaccessible to people with disabilities.

Despite the shortcomings of the program's implementation, there have been some improvements. For example, special carriages have appeared that have a double compartment. These compartments are designed for people who use a wheelchair. But even such an improvement cannot save a person from problems: very high steps, inconvenient placement of handrails, and so on.

How the program is implemented

In cities, for comfortable movement along pedestrian crossings, traffic lights with an audible signal were installed. This is done in places where a large number of blind people live.

Also, the capital's metro was equipped for people with disabilities. A signal warning about the arrival of a train on the platform and a sound announcement of stops were installed, and the edges of the platforms were specially reconstructed.

In certain areas of the capital, about twenty apartments were built for people with serious health problems. These apartments have been specially designed for people who use wheelchairs. The housing is equipped with wide doorways, as well as a special toilet and bath.

There are 1.5 million disabled children in Russia. About 90% of such children study in a boarding school, and 10% cannot study due to health problems. In Tambov, education was created in thirty public schools. A special training program has been developed in such schools, for which the state allocates about 12 million rubles every year. The state program “Accessible Environment” has been extended until 2020. This was necessary in order to carry out extensive work to adapt all problem areas for people with disabilities. The number of such objects is very large.

The extended program contains promising measures, and the new project also contains updates. Main tasks:

  • conducting special training for teachers, which will allow teaching disabled children;
  • work according to the professional standard of a tutor;
  • conducting scientific research on the characteristics of people with disabilities;

Despite well-defined tasks, large financial investments are required to achieve them. During the economic crisis, regions close even those programs that were financed by budget funds. About nine regions did not submit programs to the Ministry of Labor of the Russian Federation.

Expected results of the extended state program

The state program “Accessible Environment” for 2011-2020 should completely change the situation in relation to people with disabilities and adapt them to society; this, of course, is ideal. In practice, things don't look so rosy. Nowadays, it is still difficult for people with disabilities to fully coexist in society, make purchases on their own, move around the city, find a job, and so on. Perhaps extending the program will bring more positive results. The expected results at the end of the extended state program are as follows:

  • equipping infrastructure facilities with barrier-free access up to 68.2%;
  • provision of necessary medical equipment to hospitals and rehabilitation centers up to 100%;
  • providing jobs for disabled people of working age;
  • increasing the number of people who can undergo rehabilitation;
  • increasing the number of specialists who can engage in rehabilitation.

Despite a number of problems and shortcomings, the state program of the Russian Federation “Accessible Environment” is a serious step to improve the life of people with disabilities in society.
