In 2019, the provision of free medical care to residents of Moscow at the expense of the compulsory medical insurance fund is provided on the basis of the Territorial program of state guarantees of free provision of medical care to citizens in the city of Moscow for 2019 and for the planning period of 2020 and 2021, approved. Decree of the Moscow Government dated December 27, 2018 N 1703-PP.
In accordance with clause 3.1.12 of the said Territorial Program, a citizen has the right to receive free medical care according to the types, forms and conditions of its provision in accordance with Section 2 of the Territorial Program for the following diseases and conditions, including Digestive diseases, including including diseases of the oral cavity, salivary glands and jaws (with the exception of dentures). According to paragraphs 4.5, 4.6, 4.8 of the Territorial Program - “4.5. Within the framework of the Territorial Compulsory Medical Insurance Program:
4.5.1. Primary health care, including preventive care, emergency care, including specialized emergency care, medical care and medical evacuation (except for sanitary aviation evacuation), specialized, including high-tech medical care, the types of which are included in Section 1 of Appendix 12 to the Territorial Program, for diseases and conditions specified in Section 3 of the Territorial Program.
4.6. The procedure for the formation and structure of the tariff for payment of medical care under compulsory medical insurance (hereinafter referred to as tariffs for payment of medical care) are established in accordance with Federal Law of November 29, 2010 N 326-FZ “On Compulsory Medical Insurance in the Russian Federation”.
4.8. Tariffs for payment of medical care are established by the Tariff Agreement for payment of medical care provided under the Territorial Compulsory Medical Insurance Program (hereinafter referred to as the Tariff Agreement), between the Moscow Department of Health, the Moscow City Compulsory Medical Insurance Fund, medical insurance organizations, medical professional non-profit organizations created in accordance with with Article 76 of the Federal Law of November 21, 2011 N 323-FZ “On the fundamentals of protecting the health of citizens of the Russian Federation”, the Professional Union of Medical Workers of the City of Moscow, whose representatives are included in the Commission for the development of the territorial program of compulsory health insurance for the city of Moscow (hereinafter - Commission for the development of the territorial compulsory medical insurance program).
Appendix No. 6 to the Tariff Agreement for 2019 dated December 27, 2018 approved the tariffs for payment for medical care provided on an outpatient basis within the framework of the Territorial Compulsory Medical Insurance Program, and which contains a list of services, including those provided by dental institutions within the framework of compulsory medical insurance.
In particular, this application, at the expense of compulsory health insurance funds, provides for the installation of the following types of seals:
– made of cement;
– metal-containing;
– made of chemically cured composite material.

As follows from this list, the installation of a light seal is not included in the list of medical care provided on an outpatient basis within the framework of the Territorial Compulsory Medical Insurance program in Moscow, and accordingly can only be carried out on a paid basis.
