Since the beginning of 2017, Russia has introduced new forms of medical certificates for weapons - 002-О/у and 003-О/у. Nevertheless, the old certificate number 046-1 is still in force. I will tell you how to get each of them below.

We are all different, we all have our own opinions. Some people think that it’s better to feed early in the morning, while others think it’s best to feed in the evening. Someone always hits on takeoff, and someone only hits when the flight is already stable, goes smoothly and you can more accurately take a lead.

Sometimes running around for these certificates and documents, including medical ones, is very annoying, and most importantly, you don’t understand at all why it is needed.

But what everyone everywhere agrees on is that obtaining a medical certificate, as the first step towards acquiring a weapon, no matter what kind, hunting, traumatic (with a muzzle power of more than 7.5 J, I emphasize), is required.

The consequences of the use of weapons by people who are mentally unbalanced, who have diseases that do not allow the sick person to precisely control the situation around them are too severe.

What the law says

It is precisely in view of the seriousness of the situation in medicine and the process of obtaining a certificate that the Law “On Weapons” No. 150-FZ of December 13, 1996 devotes an entire article - the 13th. And, precisely in view of the seriousness of the issue, I will quote one by one excerpts from this article concerning the topic of medical certificates (as amended on July 6, 2016). Please note that excerpts from the law are taken in italics and a different font. Firstly, it immediately says that “the right to purchase civilian firearms of limited destruction have

  • citizens of the Russian Federation who have reached the age of 21,
  • citizens of the Russian Federation who have not reached the age of 21, who have completed or are undergoing military service,
  • as well as citizens serving in state paramilitary organizations and having military ranks or special ranks or class ranks of justice".

On the other side,

“the right to purchase gas weapons, smooth-bore long-barreled self-defense weapons, sports weapons, hunting weapons, signal weapons, bladed weapons intended for wearing with the national costumes of the peoples of the Russian Federation or Cossack uniforms, have citizens of the Russian Federation who have reached the age of 18 years”.

Please note that some regions of Russia have made their own changes and additions to this law, more fully reflecting the cultural traditions of the peoples living in the region. Thus, in some regions it is allowed to reduce the minimum age for obtaining weapons, but this must be done with a special permit and only for smooth-bore hunting weapons. The reduction period cannot be more than 2 years.

In addition to all other documents required when obtaining a weapons license, it is also necessary to provide

“a medical report on the absence of medical contraindications to the possession of weapons, as well as a medical report on the absence of narcotic drugs, psychotropic substances and their metabolites in the human body, obtained after undergoing chemical and toxicological studies of the presence of narcotic drugs, psychotropic substances and their metabolites in the human body, and other documents provided for by this Federal Law.

A medical report on the absence of medical contraindications to the possession of weapons and a medical report on the absence of narcotic drugs, psychotropic substances and their metabolites in the human body, obtained after undergoing chemical and toxicological studies of the presence of narcotic drugs, psychotropic substances and their metabolites in the human body, are presented by citizens of the Russian Federation those purchasing civilian firearms, civilian firearms of limited destruction, gas pistols, revolvers, sporting pneumatic weapons or hunting pneumatic weapons for the first time.”

“The list of diseases, the presence of which prohibits the possession of weapons, is determined by the Government of the Russian Federation. The procedure for conducting a medical examination, the form of a medical report on the absence of medical contraindications to the possession of weapons and the form of a medical report on the absence of narcotic drugs, psychotropic substances and their metabolites in the human body are established by the federal executive body exercising the functions of developing state policy and legal regulation in health care sector."

“The validity period of a medical certificate stating that there are no medical contraindications to owning a weapon for obtaining a license to purchase a weapon is one year from the date of its issue. Examination by a psychiatrist, a psychiatrist-narcologist during a medical examination for the presence of medical contraindications to the possession of weapons and chemical and toxicological studies of the presence of narcotic drugs, psychotropic substances and their metabolites in the human body are carried out in medical organizations of the state or municipal health care system at the place of residence (stay) of a citizen of the Russian Federation.”

“Medical examination for the presence of medical contraindications to the possession of weapons and chemical and toxicological studies of the presence of narcotic drugs, psychotropic substances and their metabolites in the human body are carried out at the expense of citizens.”

I advise you to pay special attention to the latter.

From the words of lawyers to medical matters

In other words, there is no point in showing up to obtain a weapons license if you do not have a certificate signed:

  1. A therapist.
  2. A psychiatrist.
  3. Narcologist, and
  4. An ophthalmologist.

Apart from obvious health conditions, such as epilepsy and drug addiction, a certificate is not issued:

  • If the patient is susceptible to diseases of the nervous system;
  • If one eye is completely blind;
  • If visual acuity in one eye is no more than 0.5, and in the other eye no more than 0.2;
  • If there are no three fingers on the hand;
  • If there is no index finger and thumb on the hand.

All medical professionals must clearly understand for what purpose the certificate is being issued and where it will be presented. Moreover, I note that in the chain of passing doctors, the therapist is in last place, it is he who issues the final permission.

For quite a long time, the standard form of medical “weapons” certificate No. 046-1 was in use. On January 1, 2017, it was canceled, and two others were introduced, 002 and 003. But no matter what form the certificate is, it is some kind of guarantee that obviously sick or frivolous people will not be allowed to own weapons. Please note that the medical certificate described is issued for a fee, so you must first make sure whether the institution you applied to, and these can be both public and private clinics, has the right to issue such documents.

The validity period of a medical certificate is 6 months, this is a well-known fact. Therefore, the 1-year period specified in the Law is cause for concern. I strongly recommend that you further discuss all these nuances in your region when it comes to the therapist.

New certificates

So, from January 1, 2017, new forms of medical certificates were introduced. At the same time, the old certificates 046-1 continue to be valid (let’s not forget about the general expiration date of six months, in other words, these certificates were issued after July 1, 2016, and they “live” until a maximum of June 30, 2017).

Two new certificates are already called more reputably - conclusions, and have numbers - 002-О/у and 003-О/у.

The procedure and conditions for issuing these certificates are determined by Order of the Ministry of Health of Russia No. 441n dated June 30, 2016 “On the procedure for conducting a medical examination for medical contraindications to gun ownership and chemical and toxicological studies of the presence of narcotic drugs, psychotropic substances and their metabolites in the human body.”

Please note that the list of doctors remains the same, but to obtain certificate 002-О/у you must also present certificate 003-О/у along with the relevant conclusions.

The fact is that 003-O/u is called “Medical report on the absence of narcotic drugs, psychotropic substances and their metabolites in the human body”

and precedes

002-O/u, whose name is “Medical report on the absence of medical contraindications to owning a weapon.”

I would also like to draw your attention, given how much confusion and misunderstanding there is in this area, that the same order dated June 30, 2016 cancels the Resolutions of the Ministry of Health

  • No. 344 of September 11, 2000 - “On medical examination of citizens for the issuance of a license for the right to purchase weapons” (registered by the Ministry of Justice of the Russian Federation on October 10, 2000, registration No. 2415);
  • No. 512n dated July 12, 2010 “On amendments to the order of the Ministry of Health of the Russian Federation dated September 11, 2000 No. 344 “On medical examination of citizens for the issuance of licenses for the right to purchase weapons” (registered by the Ministry of Justice of the Russian Federation on August 30, 2010, registration No. 18287).

One hidden but important flaw in all orders

And this is a small, but significant, vital chapter, behind which, however, many problems are hidden.

The fact is that the Federal Law clearly states that certificates for the right to own weapons are obtained for a fee. But the law does not determine the amount of payment itself, which gives rise to many problems on the ground.

And the situation is such that each region of Russia does whatever it wants. There is no uniform rate for the provision of this service across the country.- somewhere it costs 800 rubles, and somewhere under 4 thousand.

Nuances and conclusions, and where would we be without them?

Now I will list some of the nuances associated with obtaining submitted medical certificates. If you listen to these recommendations, life will seem much more interesting to you.

Firstly, you need to see a narcologist and psychologist only at a medical institution at your place of residence. Secondly, certificate 003-О/у is issued only on the basis of the conclusion of a chemical-toxicological study and the preparation of form No. 454/у-06. Simply put, you will need to submit a urine test to the dispensary. Submission of this analysis is a necessary procedure for all those applying for certificate form No. 003-О/у. Without this test, this certificate will not be issued.

Thus, as a conclusion and conclusion, with which medicine sends you to the commission in charge of weapons licenses:

  • medical certificate in form No. 002-О/у dated June 30, 2016 (for the right to own a weapon);
  • medical certificate in form No. 003-О/у dated June 30, 2016 (certifying the absence of drugs in the body);
  • results of a chemical toxicological study in form No. 454/u-06 (drug test results).

The Russian government has expanded the list of diseases that prevent the ownership of civilian and service weapons. Decree of the Government of the Russian Federation dated February 19, 2015 N 143 Moscow On approval of the list of diseases in the presence of which the possession of weapons is contraindicated, and on amendments to the Rules for the circulation of civilian and service weapons and cartridges for them on the territory of the Russian Federation comes into force from March 4, 2015.

The previous edition of the rules for the circulation of weapons indicated that licenses for weapons are not issued, in particular, in the presence of chronic and protracted mental disorders with severe persistent or often exacerbating painful manifestations, as well as in patients with alcoholism, drug addiction or substance abuse.

The new one approved by the Cabinet specifies a specific list of such deviations: in particular, schizophrenia, schizotypal and delusional disorders, mood disorders (affective disorders), neurotic, stress-related and somatoform disorders, personality and behavior disorders in adulthood, mental retardation.

But neurotic, stress-related, and somatoform disorders, and personality and behavioral disorders in adulthood - these diseases are not always obvious, they can be acquired by a person due to some life circumstances and do not appear immediately.

Also listed are substance use disorders. However, they are not a medical contraindication if there is a stable remission for at least three years, says the note to the relevant paragraph.

  • that is, weapons will not be given to people suffering from mental disorders and behavioral disorders associated with the use of psychoactive substances - drug addicts and alcoholics. But there is a caveat: if they do not drink or use drugs for three years, they can be given a weapons permit. In general, at the discretion of the doctor and police officer.

Besides, the restriction for obtaining weapons, as before, will be eye diseases, reducing visual acuity below a certain limit. Thus, citizens will not be able to become gun owners if they have diseases of the eye and its appendages, accompanied by a decrease in visual acuity below 0.5 in the best eye and below 0.2 in the worse eye, or below 0.7 in one eye if there is no vision in the other , or with intolerance to correction (spectacles, contact) with two eyes open, and also accompanied by a concentric narrowing of the field of view of each eye to 20 degrees or less.

  • As for the patients of the ophthalmologist, everything is simple: we are talking about people who see practically nothing - who have a 70 percent loss of vision; lenses and glasses do not help.

Analysts at the Ministry of Internal Affairs believe that the government decree is primarily aimed at tightening medical control over gun owners.

In the hands of 5 million people, there are over 6.2 million of a wide variety of guns in legal use. The population also has a lot of traumatic weapons - 1,360,000 pistols. 1. Approve the attached list of diseases, the presence of which prohibits the possession of weapons.


2. Clause 24 of the Rules for the circulation of civilian and service weapons and their cartridges on the territory of the Russian Federation, approved by Decree of the Government of the Russian Federation of July 21, 1998 N 814 “On measures to regulate the circulation of civilian and service weapons and their cartridges on the territory of the Russian Federation "(Collected Legislation of the Russian Federation, 1998, No. 32, Art. 3878; 2012, No. 37, Art. 5002), stated as follows:

Federal Law of December 13, 1996 No. 150 “On Weapons” and Decree of the Government of the Russian Federation of July 21, 1998 No. 814 “On measures to regulate the circulation of civilian and service weapons and ammunition on the territory of the Russian Federation” regulate medical contraindications when issuing a license for the purchase of weapons.

Licenses are not issued to citizens:

1. Suffering from chronic and protracted mental disorders with severe persistent or often exacerbating painful manifestations.

Issues regarding the issuance of licenses to citizens of the Russian Federation suffering from epilepsy or severe forms of borderline mental disorders are considered individually by the Ministry of Health of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation.

Medical examination is carried out in medical institutions that provide medical care to a citizen on an ongoing basis (at the place of residence or work or under a compulsory health insurance agreement).

The examination is attended by a local therapist using available medical documentation, as well as specialists: a psychiatrist, a narcologist, an ophthalmologist. If there are no specialists in a given medical institution, they are hired on a contractual basis.

The conclusion of the specialists is approved by the clinical expert commission of the medical institution and sealed.


With the approval of Order No. 441n of the Russian Ministry of Health, a new procedure for obtaining permits to carry, purchase, and use weapons appeared. The standard form of the certificate was canceled and two conclusions appeared in its place.

New mandatory examinations to obtain a medical certificate for weapons

According to Order No. 441n, a citizen who wants to receive a weapon must undergo a special medical commission and a series of examinations to prove the absence of drugs, psychotropics and other substances in the body that affect a person’s emotional state.

Mandatory procedures will be for everyone:

  1. Medical examination.
  2. Chemical-toxicological study.

Citizens will have to undergo the following specialists:

  1. Therapist.
  2. Psychiatrist.
  3. Ophthalmologist.
  4. Narcologist.

If a narcologist identifies a disease in a patient for which possession of a weapon is prohibited, the doctor can conduct the following blood test: “qualitative and quantitative determination of carbohydrate-deficient transferrin (CDT)" This is stated in paragraph 7 of Appendix 1 of this Order.

The document also states that a psychiatrist can refer a patient to psychiatric examination, if it reveals symptoms or diseases that prevent gun ownership.

The examination procedure will be carried out by a special medical commission(clause 23, appendix 1 of Order No. 441n).

Doctors will have to record all received data by entering it into the patient’s chart, as well as into the authorization report.

By the way, from the new year 2019 certificate 046-1 was canceled.

Instead, two medical reports were approved:

1. Form No. 002-О/у

This document is Appendix 2 to this order. He must tell you whether the patient has any medical contraindications to owning a weapon.

The document is filled out by the registrar. The citizen must provide an identification document and answer the specialist’s questions. The registering person, after completing the document, must refer the applicant to an appointment with doctors.

2. Form No. 003-О/у, appendix 4 to this order

This conclusion is issued only when you have visited all the doctors, undergone a study - and the results are negative. If substances are detected in the patient’s body, such a conclusion is not issued.

The conclusion must be signed by a general practitioner or the head physician of the medical institution to which you applied.

Where can I get a certificate for a weapon - which medical institution is authorized to issue it?

According to paragraph 3 of Order of the Ministry of Health No. 441n, a citizen has the right to contact any medical institution - but it is important that it can conduct the necessary research and have license for a specific activity! It does not matter whether it is a state or municipal institution.

They will also not look at the location of the medical organization - at the place of residence or stay.

Particular attention will be paid to the documents and conclusions provided, as well as to the medical institution where the citizen was examined.

Now, medical organizations must:

  1. Have licenses to conduct medical activities based on the work of a psychiatrist. The names of the certificates are listed in paragraph 5, appendix 1, Order No. 441n.
  2. Provide licenses during medical examinations . The names of the certificates that the organization must have are indicated in paragraph 4, appendix 1, Order No. 441n).
  3. Have a license to perform medical activities as a narcologist . The names of the documents required for the services and work of such a doctor are listed in paragraph 6, appendix 1, Order No. 441n).

Please note, chemical and toxicological studies should be carried out only in drug treatment hospitals or dispensaries, which also have the appropriate permits to conduct medical activities. A complete list of services and names of licenses can be found in paragraph 8 of Appendix 1 of the same Order.

In fact, you can apply to any government agency with a request to undergo a weapons examination. If a specialist is not available at the hospital, you may be referred to another organization located in your city or region.

If you do not want to undergo examination and research at a government institution, then contact a private clinic. But Be sure to check for licenses!

Validity of a medical certificate - does a certificate issued in 2019 lose its validity?

The validity period of certificates issued using new forms in 2017 will be 1 year. This is evidenced by paragraph 26 of Appendix 1 of Order No. 441n.

Previously, this period was six months.

Please note, a certificate in form 046-1 is valid for a year from the moment it was issued to you. The changes are that new certificates-conclusions will be issued only according to new, approved forms, but in no case will anyone cancel the validity of old certificates.

Grounds for refusal to issue a certificate for a weapon - is it possible to undergo the examination again or challenge the refusal?

Documents may be refused for the following reasons:

  1. You are under 18 years of age.
  2. They did not submit a passport or other documents for consideration, thereby hiding personal data.
  3. They did not provide medical reports approved according to the new forms.
  4. Register with a neurologist or psychiatrist.
  5. You have a criminal record.
  6. They were serving a sentence for committing a deliberate illegal act.
  7. Have ever committed an administrative offense. A refusal will definitely be received if this happened more than 2 times in a year.
  8. You do not have a permanent registration or place of residence.
  9. Didn't take weapons training courses.
  10. You don't have the safe you need to store your guns and you can't provide a safe environment to keep them safe.

A citizen, of course, can apply again for paperwork. After the first refusal you will be given the appropriate notification.

When applying again, you can attach documents that will change this or that point.

For example, in the refusal notice they wrote to you that you did not complete the courses. Go through them, get a “crust” and attach a copy of the document when you apply again.

If you think that the refusal was unfounded, then you should the right to defend in court.

Cost of a weapons certificate - how much will you have to pay?

You cannot purchase a certificate - you will still have to undergo an examination by doctors and pay for the necessary research. You will pay for all medical services that will be provided yourself!

Of course, it is cheaper to go to a public hospital. There you won't have to pay for admission. But there is no escape from chemical toxicological studies.

The cost of the procedures varies, approx. from 1200 to 4800 rubles, depending on the range of services and work of the specialist.

The order of the Ministry of Health introduced new changes to the procedure for obtaining medical reports. We can conclude that the order has become stricter. Now those who want to carry weapons will think not only about the accuracy of their documents - which, by the way, some Russians manage to buy, but also about licensing medical organizations and checking their documentation.

As for the patients of the ophthalmologist, everything is simple: we are talking about people who see practically nothing, who have a 70 percent loss of vision; lenses and glasses do not help.

However, such a person is unlikely to want to buy a hunting rifle or a traumatic pistol - why does he need a gun if he can only feel the target? And if he nevertheless tries to obtain a license for “firearms,” he may automatically attract the interest of other medical specialists - psychiatrists.

But the government decree lists seven types of mental illness.

There is schizophrenia, mental retardation, and split personality.

Do I need to explain that under no circumstances should such people be given weapons? Actually, they are not given it - not only to a medical specialist, but also to any police officer of the licensing and permitting system, it will be clear at first glance who came to receive permission. Or - renew the license.

But there are also diseases that only a doctor can detect, and even then not immediately. For example, neurotic, stress-related, and somatoform disorders, and personality and behavior disorders in adulthood. That is, these diseases are not always obvious; they can be acquired by a person due to some life circumstances and do not appear immediately.

For example, a former soldier, fireman, policeman, driver, even an ambulance doctor may well find himself in a terrible, stressful situation. And the person, as they say, “blows the roof off.”

But this does not manifest itself all the time, but at some moments, unpredictably - when he is nervous, drinks alcohol. Moreover, it may be quite adequate at the time of undergoing a medical examination, and the doctor simply will not notice anything. Moreover, this person may experience stress and subsequent illness after legally purchasing a weapon. And come, being already sick, for the subsequent renewal of a permit for a gun, carbine or pistol. And his permission will most likely be extended. Practice shows that doctors do not look particularly closely at people who have already owned something that shoots for at least five years. The logic is clear: well, since nothing happened during this time, the person is quite adequate.

Alas, there are dozens of cases where seemingly sane people suddenly opened fire on loved ones, neighbors, passers-by, and passing cars. Moreover, these shooters were not always drunk or on drugs. Having come to their senses, they often don’t remember what happened - “suddenly something happened.”

By the way, police statistics carefully avoid this sensitive topic. There is a column for “illegal use of civilian weapons,” and there is a column for “use in case of necessary self-defense.” And there is simply “an accident”. Question: If a suddenly insane person opens fire with his own legally purchased gun, is it “illegal use” or an “accident”?

Interior Ministry analysts believe that the government decree is primarily aimed at tightening medical control over gun owners. It is no secret that acquiring the necessary medical certificate is not particularly difficult - we have a lot of private clinics at our service that have a licensed right to conduct specialized medical examinations. Apparently, the new government decree will entail a new mechanism for issuing such medical certificates. It is also possible that it may become more difficult to undergo an examination by a psychiatrist.

One point of the document is curious - weapons will not be given to people suffering from mental disorders and behavioral disorders associated with the use of psychoactive substances. That is, drug addicts and alcoholics. But there is a caveat: if they do not drink or use drugs for three years, they can be given a weapons permit. In general, at the discretion of the doctor and police officer.
